Tucson Airport Authority (TAA) invites interested and qualified Advertising firms to submit a Proposal in response to the Request for Proposals (RFP) for Advertising Concession at Tucson International Airport (TUS). Written Proposals will be received by TAA until 2:00 p.m. Local Tucson Time on Thursday, April 9, 2026, addressed to the attention of Sara Perry at the TAA Administration Building, 7250 S. Tucson Blvd., Suite 300, Tucson, Arizona 85756. RFPs are available by contacting Matti Garry, mgarry@flytucson.com. A pre-proposal meeting will be held on Tuesday, March 17, 2026, at 12:00 p.m. local Tucson time at the Tucson International Airport, Third Floor, Catalina Room, 7250 S Tucson Blvd, Ste 300, Tucson, Arizona 85756. General Description: The Tucson Airport Authority (TAA) invites interested andqualified Advertising firms to submit a Proposal in response to this Request for Proposals (RFP)for Advertising Concession at Tucson International Airport (TUS). Services will include providinga fully integrated, high-quality, professionally designed and managed advertising program for theTUS Terminal complex.4. Location of Work: Tucson International Airport7250 South Tucson BoulevardTucson, Arizona 857565. RFP: Written copies of the RFP are available for review at TAA’s ProcurementServices Division, and/or a hard copy (or PDF) may be obtained from that office without charge.To request a copy, contact Matti Garry at mgarry@flytucson.com. The RFP contains theinstructions, terms and conditions, forms, and other information relating to the RFP, including,but not limited to, the number of firms to be included on the final list, the selection criteria to beused by the selection committee to select the firm to perform the services, the relative weight ofthe selection criteria, information regarding interviews, and the number of contracts to beawarded.6. Date and Time for Submission of Proposal: Written Proposals will be received byTAA until 2:00 p.m. Local Tucson Time on Thursday, April 9, 2026, attention Sara Perry,Procurement Administrator at the TAA Administration Building, 7250 S. Tucson Blvd., Suite 300,Tucson, Arizona 85756. One (1) original and five (5) copies of the Proposal will be required to beaddressed and delivered to TAA on or before the day and hour set for receipt. A Proposal may bewithdrawn by written request any time before the scheduled time and date for receipt. AnyProposal submitted after the designated date and time will not be accepted or considered.7. Pre-Proposal Meeting: A pre-proposal meeting will be held on Tuesday, March 17,2026, at 12:00 p.m. local Tucson time at the Tucson International Airport, Third Floor, CatalinaRoom, 7250 South Tucson Boulevard, Tucson, Arizona 85756. At this meeting, TAA staff willAdvertising Concession at TUS 2026discuss the scope of services, the proposed date for interviews (if any), the selection process, andwill respond to questions about the RFP. Any amendments or supplements to theRFP arising out of the pre-proposal meeting will be reduced to written addenda.8. Costs of Responding to the RFP: Any and all costs associated with responding tothis RFP or providing a PROPOSAL shall be borne solely by the interested firm.9. TAA’s Right to Reject for Any Reason: TAA reserves the right to reject any or allProposals, any other proposals or submissions, to cancel the RFP, or to withhold the award ofany contract relating to the RFP for any reason which TAA determines.10. Interest List: TAA maintains an “Interest List” consisting of all serviceproviders/vendors providing services/products at the Airport. Each firm must complete andsubmit, with its submittal, information with respect to such firm in the form included in thesolicitation documents. The listing of a firm on any TAA interest list is not an endorsement of thatfirm and does not indicate that the firm has been pre-qualified for airport work.11. ACDBE: It is the policy of TAA to ensure that socially and economically AirportConcession Disadvantaged Business Enterprise firms (“ACDBEs”), regardless of race or sex, havea fair and equal opportunity to participate in TAA's contracts. Pursuant to the U.S. Departmentof Transportation’s Interim Final Rule (IFR) issued September 30, 2025, (see DisadvantagedBusiness Enterprise Program and Disadvantaged Business Enterprise in Airport ConcessionsProgram Implementation Modifications, 90 Fed. Reg. No. 190, page 47969-47982), until TAAcompletes the reevaluation process described in the IFR, TAA will no longer include ACDBEcontract goals or count ACDBE participation toward overall program goals. Respondents are stillencouraged to pursue subcontracting and partnership opportunities with socially andeconomically disadvantaged small businesses.
