SUMMIT COUNTY FACILITIES MAINTENANCE DEPARTMENTREQUEST FOR PROPOSALDISTRICT ATTORNEY / PROBATION EXTERIOR PAINT AND STAINThe Summit County Facilities Maintenance Department is seeking proposals from qualified professionals for exterior painting and staining services for office buildings. The best proposal will be selected based on qualifications, relevant experience, schedule, and cost. Submit questions regarding the proposals to wayne.byrne@summitcountyco.gov . The pre-bid meeting for this project is posted on the Summit County website.
Said proposals will be accepted by Electronic Submission (preferred) to wayne.byrne@summitcountyco.gov and kim.weiers@summitcountyco.gov or by hardcopy proposals until 2:00 PM MST/MDT, April 22, 2026. Proposals received after 2:00 PM MST/MDT, will not be accepted.
At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest.
The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive proposal.

Owners have determined that regular maintenance is required to thebuilding exterior. Items, materials, and equipment pertaining to this project shall include the following:A. Areas of Treatment ApplicationB. Surface Preparations/Acceptable ApplicationsC. Material Selection/ColorsD. Traffic Control and BarricadingE. SafetyF. SchedulingG. SubmittalsH. Contractor ResponsibilitiesI. Furnished ItemsLocation of WorkThis project is located at the following address: District Attorney and Probation offices, 504 Noth Park Avenue,Breckenridge, Breckenridge CO.Scope DetailsThe Contractor shall prep, stain, and seal existing exterior facia, timbers, soffit, and wood details on theDistrict Attorney and Probation offices, as described in the sections below and represented in the suppliedbuilding elevation drawings. The selected contractor shall furnish all labor, equipment, materials, suppliesand other incidentals necessary to provide new stain on areas called out in (RFP) request for proposaldescriptions and supporting documents.A. Areas of Stain and Sealer ApplicationAreas called out for new stain application will be reflected in elevation plans provided and area descriptionswith this RFP document. Contractor is expected to perform take-offs for their proposal.1. All exterior soffit, fascia, and freeze board at all elevations around the facility.2. All exterior clear wood, to include timber posts and beams, transom above rear door, and other trimdetails3|PageB. Surface Preparations/Acceptable Applications1. Surface preparation: All areas to receive new stain applications will be made ready for new stain bypower washing, scraping loose paints/stains and repairing failed caulk systems. Ensuring all woodsurfaces are clean, dry, and free of mildew and loose coatings prior to any applications2. Acceptable applications: Using a quality nylon/polyester brush, roller, or sprayer (back-brushingrequired) 2 coats of new stain on all indicated wood surfaces, no lap marks will be accepted, areaswith lap marks will be required to be re-stained.a. Temperature shall be 50 degrees and risingb. Stain shall be allowed to dry prior to second coat applications per manufactures writteninstructionsc. Surfaces to be clean and dry prior to stain applicationd. No stain to be applied during inclement weather, during rain or snowe. Care shall be taken to not stain on sun superheated surfacesC. Material Selection/Colors1. Sherwin-Williams WoodScapes Exterior Acrylic Solid Stain to be used on all exterior solid stainwood details being treated for this project, soffits, fascia and freeze boards.a. Colors to match existing. A 12”x12” color swatch of each color shall be presented for approvalby owner prior to wood treatments being applied.2. Helmsman satin spar urethane to be used on all clear wood timbers, beams and other trim detailsD. Traffic Control and Barricading1. Mobilization, traffic control and all necessary tools, equipment and labor costs incidental to thepreparation and application of stain and sealer will not be paid for separately but shall be included inthe work. The CONTRACTOR shall provide all lights, signs, barricades, flagmen or other devicesnecessary to provide for public safety during the project. Contractor shall also use necessarybarricades, signage, traffic control and other suitable means to protect work during the project.2. Contractor shall maintain adequate access to building entries, parking lots and travel lanes for publicand employees during the project.E. Safety1. Contractors shall conform and adhere to all (OSHA) occupational safety and health administrationguidelines for fall protection while working on elevations any time a worker is exposed to fall hazardof 6’ or more. For fall hazards 6’ or more, a (PFAS) personal fall arrest system shall be used asdirected by OSAH guidelines2. All ladders and lifts will be taken down and secured at the end of every shiftF. Scheduling1. Upon awarded contract, the Contractor and Facilities Department will jointly develop a projectschedule and agree upon that schedule prior to commencement of any work.2. Any changes to schedule or deadlines will be approved by the Contractor and Facilities Department inwriting.3. This scope of work is to be completed during business hours, after-hours, Sunday-Saturday andduring the months of May-September.G. Submittals4|Page1. Contractor to provide a submittal of a proposed work schedule and timeline for proposed completionof project.2. Contractor to provide submittals and samples of all proposed alternate products for staining andsealing areas described in RFP.3. The selected contractor shall provide MSDS sheets on all products to be applied during paintingproject.H. Contractor Responsibilities1. Contractor is responsible for confirming these measurements, quantities, any additionalmeasurements, or suggested overage to complete the bid.2. Scheduling material deliveries, equipment, and personnel is the contractor’s responsibility.3. Contractor is responsible for all, or any lost material during this project. Including material lossesfrom weather conditions, traffic delays, broken or failure of application equipment, and staffingissues.4. Contractor responsible to protect all infrastructure during project to include but not limited to existingbrick, stone, concrete, roof systems, windows, trims, doors, and landscaping.5. Contractor is responsible for the post project cleanup of all areas associated with the project.6. Contractor is responsible for daily cleanup of project and hauling construction debris offsite fordisposal.7. Contractor responsible to leave Owner a stock of stains/paints from project, labeled for each area andapplication they were used.H. Furnished Items1. Facilities Department will provide a representative for assistance coordinating project with buildingoccupants and facility operations.2. Facilities will assist with creating staging areas for the painting project.3.
