Introduction and Project ObjectiveThe City of Rock Island is formally soliciting proposalsfrom qualified, licensed, and insured contractors to execute masonry restoration work at the FireD epartment’s Central House, located at 1313 5th Avenue, Rock Island, IL 61201.T he primary objective of this project is to restore the interior and exterior masonry, specificallythe apparatus floor. The repairs are intended to enhance safety, thermal efficiency, and preventfurther deterioration of the facility. The selected contractor will serve as the General Contractor,overseeing all aspects of the project from demolition to final finish.The City of Rock Island Fire Department’s Central House is a fully functioning and busy firestation serving the downtown area. In addition, this station is staffed 24 hours a day, 7 days aweek. The Rock Island Fire Department will make all efforts to accommodate the installationand storage of materials.2. Scope of Technical WorkT he City requires a turnkeys olution for masonry restoration. Thescope of work includes interior and exterior masonry restoration on the apparatus floor, fromgrade to the top of the masonry.Interior Glazed Structural Block Replacement:The restoration process begins with the window assemblies. The contractor will identify allglazed bullnosed blocks at the window jambs that have become cracked or broken. Thesedamaged units are to be carefully removed and replaced. To maintain the aesthetic integrity ofthe facade, all new blocks must be sourced from the manufacturer’s standard color line to ensurea seamless match with the existing masonry.Attention must also be directed to the base of the structure where the wall meets the floor slab. Inareas where the wall-to-slab joint has separated. The contractor is required to cut out the failingmaterial. Once the old joint is removed and the area is prepped, a new, high-quality joint seal willb e installed to prevent moisture infiltration and further separation.Exterior Brick Wall Area Below Precast Panels:T o restore the integrity and weatherproofing of the facade, the contractor will cut out and repointa ll mortar joints within the brick veneer sections located directly below the precast panels. Then ew mortar should match the original in both composition and color to ensure a uniforma ppearance across the masonry. At the specific bed joint where the brick meets the precastp anels, the mortar must be raked back after application to create a recessed profile; this cavityw ill then be filled and finished with a urethane sealant to provide a flexible, durable moistureb arrier.Exterior and Interior Window Perimeter Sealant:Cut out and reseal all perimeter window joints on both the exterior and interior sides of thew indow.3 . Administrative and Submission ProceduresBiddersa re invited to inspect the site befores ubmission. Site visits may be coordinated through the Fire Department at 309-732-2800.S ealed proposals must be physically delivered or mailed to the Rock Island Fire Department,1313 5th Avenue, Rock Island, IL 61201. Envelopes must be clearly marked "RFP: CentralHouse Masonry." All bids must be received no later than 10:00 AM on March 6, 2026, at whichtime they will be publicly opened. Submitted pricing must remain firm for a period of 60 daysfollowing the opening.4. Regulatory Compliance and Labor StandardsAs thisis a municipal project, the contractorand all subcontractors must maintain active licensure with the Illinois Secretary of State and befully bonded. The contractor is responsible for the procurement of all necessary local and statepermits.Prevailing Wage Requirements:The regulatory oversight for this project is established under the Illinois Prevailing Wage Act(820 ILCS 130/), rather than the federal Davis-Bacon Act. Consequently, all bidders are requiredto comply with the specific prevailing wage rates for Rock Island County, utilizing the rateschedule modified as of January 15, 2026. This transition ensures that the project utilizesappropriate local industrial rates and avoids the inclusion of residential wage determinations. Itis the specific policy of the City of Rock Island to utilize commercial wage rates for this project.Bidders must submit a "Project Wage Rate Sheet" with their proposal, clearly detailing wagesand fringe benefits for all workers. Please note that owner-operators are not exempt from theserequirements.5. Proposal Requirements and EvaluationP roposalss hould be organized to include acomprehensive work description, a list of any intended subcontractors, a total cost proposal, andan estimated commencement timeline. Contractors must also provide proof of General Liability,Vehicle, and Workers’ Compensation insurance naming the City of Rock Island as a CertificateHolder.The project will be awarded to the lowest, most responsible bidder that provides the mostresponsive, advantageous proposal for the community.T he City of Rock Island reserves the right to reject any or all bids and to select the contractorthat, in the City's sole discretion, provides the most responsive and advantageous proposal for thec ommunity.
