Notice is hereby given that proposals for the Port of Bellingham Janitorial Services will be received at the Administrative Offices of the Port of Bellingham, 1801 Roeder Avenue, Bellingham, WA 98225 until 2:00 PM, January 5, 2026. Proposals received after the specified time and date will not be considered. All submitted proposals must include one (1) original and one (1) digital copy.

The scope of work involves janitorial, window washing, and carpet cleaning services for the period of February 1, 2026 through January 31, 2028 for designated locations at the Port of Bellingham. This work is subject to prevailing wage rates as required on all public building service maintenance (janitorial) agreements.

A NON-MANDATORY pre-proposal meeting is scheduled for December 23, 2025 at 10:00 AM. Specifications, including RFP Documents, are available at the Port of Bellingham’s Bid Posting webpage at https://www.portofbellingham.com/bids.aspx .

The Port of Bellingham reserves the right to reject any or all proposals and to waive any irregularities or informalities.

All proposals submitted shall be considered valid offers for a period of sixty (60) days from the date of the proposal due date. All proposals become property of the Port of Bellingham and are subject to public disclosure laws per RCW 42.56.

SERVICE PROVIDER'S CHECKLIST
The Service Provider’s attention is especially called to the following forms which
must be completed in full as required and submitted collectively as the proposal
package; failure to do so may result in the proposal being rejected as not
responsive:
____1. RESPONSES TO “RESPONSIBILITY CRITERIA – General Condition #3,
Experience and Past Performance, Management Plan, Quality Control Plan,
References.
____2. PRICE PROPOSAL FORM
____3. FORM OF BID BOND – Surety Bond OR Cashier’s/Certified Check
____4. NON-COLLUSION AFFIDAVIT – Must be notarized.
The following forms shall be executed and submitted within five (5) business days
after notice of award.
____1. AGREEMENT – To be executed by the successful Service Provider.
____2. CERTIFICATE OF INSURANCE – Form to be furnished by Service Provider’s
Insurance company and submitted with Service Provider executed Agreements.
____3. STATEMENT OF INTENT TO PAY PREVAILING WAGE – To be filed before
the work begins by all contractors providing labor on the project.
____4. LIST OF SUBCONTRACTORS – To be submitted by Service Provider with
executed Agreement.
