The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits.
All questions or requests for interpretations must be received within this solicitation by Monday, November 17, 2025 , before 12:00 am as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation.
BackgroundSCOPE OF WORK
Pharmaceutical Services
Introduction
The County of Orange Health Care Agency (HCA) requires pharmacy services for patients served by HCA programs and clinics. Services include, but are not limited to, pharmaceutical and medical supplies, and delivery within Orange County as needed. The HCA programs that currently require pharmacy services include Pulmonary Disease, 17 th Street Testing, Treatment and Care; and Epidemiology and Assessment.
General Requirements
- Contractor shall be located in Orange County, and shall permit County staff and patients to drop off and/or pick up pharmaceuticals as needed.
- Contractor shall provide pharmacy services, at minimum, during regular County business hours 8:00 A.M. to 5:00 P.M., Monday through Friday.
- Contractor shall provide pharmaceuticals, including, but not limited to, suspensions of Isoniazid, Rifampin, Pyrazinamide, Levofloxacin, Vitamin B6, and Azithromycin; and tablets/capsules of Moxifloxacin, Linezolid, L evetiracetam, Azithromycin and Ciprofloxacin.
- Contractor shall provide medical supplies, including, but not limited to glucometers, lancets, and test strips.
- Contractor’s prices for pharmaceuticals shall be the lessor of the manufacturer’s Average Wholesale Price (AWP), or a standard mark-up of 20% the manufacturer's Wholesale Acquisition Cost (WAC), or 20% the manufacturer's Direct Price as published in the Red Book by Thomson Reuters or First DataBank.
- Contractor shall have the capability to deliver pharmaceuticals and/or medical supplies within the same day prescribed to the requesting clinic. Same day delivery shall be requested by County at the time the order is placed. Contractor shall provide delivery, if requested, within two (2) hours of the request.
- Contractor’s packaging fee shall be no higher than the fee allowed by Medi-Cal.
- Contractor shall have the authorized recipient sign for the prescribed pharmaceuticals and retain copies of such signature for confirmation of delivery.
- County physicians may send electronically, hand deliver, phone or fax prescriptions to Contractor. Contractor shall request physician license and/or DEA number to ensure that telephoned prescriptions are made by authorized physicians.
- County shall perform eligibility screening of patients to determine any third-party insurance, and include insurance billing information on the patient’s pharmacy request. Contractor shall bill third-party insurance, including, but not limited to Medi-Cal, as the primary payer, and bill County as the payer of last resort.
- The billing invoice provided by Contractor must include the prescription number, date filled, patient name, patient date of birth, prescription filled, quantity, number of refills, prescriber name, and County contract price.
