Project DescriptionThe Ohio Department of Natural Resources (ODNR), through the Division of Parks and Watercraft is responsible for themanagement of Ohio’s State Parks, 16 of which offer overnight rental opportunities for individual, one, two, and three-bedroom cabins. Cabins were constructed in the parks between 1940 and 2026 with many undergoing minor renovationsto date. ODNR has previously conducted assessments with several rounds of improvements completed to the cabins atmultiple Park locations. This project serves as a continuation of those efforts with renovations to cabins at both LakeHope State Park in Vinton County and Maumee State Park in Lucas County (managed by concessionaires in partnershipwith ODNR).Through this selection process, ODNR will engage an Architectural firm to provide design documents for complete,exterior and structural improvements to 36 cabins at Lake Hope – the Furnace and Forest cabins, in additional to full,interior renovations in 24 cabins at Maumee State Park.As scope and associated costs are solidified, projects of similar types, scope and budget may be added or removed asODNR initiatives and funding allow.While ODNR anticipates centralized services from the selected Consultant at the ODNR Fountain Square complex at2045 Morse Road, Columbus, Ohio 43229, travel will be necessary to complete the services. For the purposes of scoringproximity to project site, the ODNR Fountain Square complex will be considered the project site.B. Scope of ServicesThe selected team will develop site-specific plans and reconcile any existing master plans for selected locations,beginning with the confirmation of facility and site assessments. These reconciliations will address the site utilizationneeds of various user groups, and utility infrastructure needs versus constraints. They will also include recommendedscopes of construction projects and appropriate phasing.The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probableconstruction costs through the design phase, and provide construction administration services. Permitting and/orcoordination with United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS),ODNR Dam Safety Program, ODNR Division of Wildlife, Ohio Environmental Protection Agency (OEPA), State HistoricPreservation Office (SHPO), and the local floodplain administrators will be required. The OhioDepartment of Natural Resources Division of Engineering has developed a set of design guidelines for constructionprojects. It is expected that all architects, engineers, consultants, and contractors will be familiar with these designguidelines which will serve as the preference for all construction projects when developing final project specifications. Acomplete set of current guidelines is available at https://ohiodnr.gov/business-and-industry/services-to-business-industry/design-guidelines-all.The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss andclarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailedcost components to address the Owner’s project requirements. Participate in the Encouraging Growth, Diversity & Equity(EDGE) Program as required by statute and the Agreement.As required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.As scope and associated costs are solidified, projects of similar types, scope, and budget may be added or removed asODNR initiatives and funding allow. Accordingly, the contract with the selected firm may be extended and amended tomeet the goals of ODNR’s Capital Improvements Program.Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov.During the construction period, provide not less than 16 hours (excluding travel time) on-site construction administrationservices each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on -siterepresentation comprised of the A/E and its consultant staff involved in the primary design of the project, all havingrelevant and appropriate types of construction administration experience.For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (FormF110-330), below is a list of relevant scope of work requirements for this RFQ:1.
