NOTICE OF SOLICITATION OF STATEMENTS OF QUALIFICATIONOn-Call Airport Pavement Engineering Design Servicesat the Port of OaklandThe Port of Oakland (Port) has issued this RFQ (Request) to solicit statements of qualifications(Response), from qualified consultants (Respondents) for on-call Airport PavementEngineering Design services. The firms selected will provide services for a three-year periodwith two one-year options to extend. The budget for all projects described is expected to notexceed $12,000,000 for all contracts over the initial 3-year term and any subsequent extensions.The selected firms are expected to be under contract with the Port by July 2026.The majority of the work is expected to be funded by an Airport Improvement Program (AIP)grant through the Federal Aviation Administration (FAA), consultant engineering designservices must comply with FAA Advisory Circular (AC) 150/5100-14E, “Architectural, Engineering,and Planning Consultant Services for Airport Grant Projects”. All work must comply with FAAgrant assurances, requirements and regulations, including the Department of Transportation(DOT) Disadvantaged Business Enterprise (DBE) Program regulations (see 49 Code of FederalRegulations, Part 26). DBEs, as defined in 49 CFR Part 26, shall have the maximum opportunityto participate in the performance of contracts financed in whole or in part with Federal fundsunder this agreement. Under DOT Regulations, any Port contractor must agree that it will notdiscriminate against any business owner because of the owner’s race, color, national origin orsex in connection with the award or performance of any contract or subcontract, purchase orlease agreement or other agreements covered by the DOT Regulations.The Port, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors thatit will affirmatively ensure that any contract entered into pursuant to this advertisement,disadvantaged business enterprises will be afforded full and fair opportunity to submit bids inresponse to this invitation and will not be discriminated against on the grounds of race, color,national origin (including limited English proficiency), creed, sex (including sexual orientationand gender identity), age, or disability in consideration for an award.Port policy prohibits discrimination or preferential treatment because of race, color, religion,sex, national origin, ancestry, age (over 40), physical or mental disability, cancer-related medicalcondition, a known genetic pre-disposition to a disease or disorder, veteran status, maritalstatus, or sexual orientation. It is the policy of the Port of Oakland to encourage and facilitatefull and equitable opportunities for small local businesses to participate in its contracts for theprovision of goods and services. It is further the Port’s policy that no discrimination shall bepermitted in small local business participation in Port contracts or in the subcontracting ofPort contracts. The successful Respondent shall comply with the Port’s non-discriminationpolicy.To the extent that the scope of services includes work that falls under the Labor Code definitionof “public works” (Cal. Labor Code Section 1720 et seq), this project will be subject to compliancemonitoring and enforcement by the Department of Industrial Relations (DIR). Consultantssubmitting a Response, and subcontractors or subconsultants performing any portion of thework that falls under the “public works” definition, must be registered with the DIR pursuantto DIR requirements prior to submission of the Response, and the Prime Consultant mustinclude in its Response its own DIR registration number and the DIR registration numbers ofall listed subcontractors and subconsultants that will participate in the “public works” portionof the scope of services.Questions regarding this Request must be addressed in writing to the appropriate contactperson listed under “Request Contacts”, below. All questions not directed specifically to theprimary contact person must be copied to said primary contact person. Respondents areadvised that questions received less than seven (7) calendar days prior to the Response duedate may not be answered. Where appropriate, the Port will respond in writing to respondentquestions submitted in a timely fashion via an addendum or a ‘Log of Responses toRespondent Questions’; see “Port Responses to Respondent Questions”, below.The Port has posted this Request in digital format on a hosting website that can be accessedvia the ‘Current RFP's/RFQ's: Engineering Consulting Services’ link at the following URL:https://www.portofoakland.com/business/bids-rfp-center/engineering-bids-rfps-rfqs/.Proposing consultants should carefully review the requirements of this RFQ to ensure that theymeet all of the stated requirements.Consultants interested in submitting SOQs for this work are strongly urged to attend a Pre-Response Meeting to be held at the time/date/location specified under “Request Schedule”,below.
