BackgroundThe City of Pontiac established its first Home Repair Program in 2023 using the American Rescue Plan Act (ARPA) funding. Building on this foundation, Pontiac’s CDBG Home Repair Program is funded by the U.S. Department of Housing and Urban Development (HUD) and is designed to preserve and improve the City’s aging housing inventory. Contractors will complete assignments on a first-come, first-served basis, with homeowners pre-qualified by the City’s CDBG team. All activities undertaken under the Community Development Block Grant (CDBG) Program must be conducted in full accordance with U.S. Department of Housing and Urban Development (HUD) regulations. Eligible activities shall meet at least one of the three National Objectives of the CDBG Program—benefiting low- and moderate-income persons, preventing or eliminating slums or blight, or addressing urgent community needs—and must comply with all applicable provisions of Title I of the Housing and Community Development Act of 1974 (as amended) and 24 CFR Part 570
