Summary

The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified offerors or firms to establish a term contract through competitive negotiation to provide engineering and monitoring services for the City of Charlottesville’s (hereinafter referred to as “City” or “City of Charlottesville”) Department of Utilties – Gas Divisionin order to ensure complete compliance of it Cathodic Protection Program with Subpart I of Title 49 Part 192 of the Code of Federal Regulations.

Background

The City owns and operates a local distributing company that serves approximately 22,000 customers through 333 miles of distribution mains. The natural gas supply is transported through the Columbia Gas Transmission Pipeline system and received at the City’s gate station in Free Union, Virginia. The Gas Division currently protects all of its coated steel mains, services and individual fittings. The corrosion control program consists of four (4) impressed current and two (2) sacrificial anode systems. There are also approximately fifteen (15) structures over 100’ in length and forty (40) structures less than 100’ in length that are protected by magnesium anodes.

The Contractor awarded a contract as a result of this solicitation, shall furnish all labor, materials, etc. to provide Cathodic Protection Services, as stated below.

A. The Contractor should provide up to 40 days of service annually, when requested by the City, for the purpose of periodic corrosion testing, consultation or representation in conference with other utilities or governmental agencies. The offeror who is awarded a contract as a result of this solicitation shall make a written report on each test and conference, together with recommendations, and shall provide the City with four (4) copies thereof.

B. Monitoring of the Department of Utiltiies – Gas DivisionCathodic Protection Program should include, but not be limited to:

1. Annual surveys

2. Troubleshooting of systems

3. Field repairs, if feasible

4. Interference testing

5. Updating corrosion control records

6. Personnel training

7. Close interval surveys as needed

C. Future design studies for expanded facilities should include, but not be limited to the following:

1. Cost evaluation of alternatives

2. Corrosion control design

3. Installation of corrosion control systems

4. Environmental studies

5. Preparation of specifications

6. Activation of systems

7. Adjustment of protective currents

8. Development of monitoring procedures

9. Personnel training
