The construction of many of these projects requiresprofessional engineering design services to complete, and the use of On-Call engineering agreementsexpedites delivery of projects. The Town intends to select at a minimum one consultant for each disciplinearea below but may select multiple consultants for any given discipline. It is anticipated that each selectedfirm will execute a Master Service Agreement (MSA) with the Town and supplemental Task Orders will beexecuted as projects arise.Scope of WorkSelected consultants will provide professional services on an as-needed basis to support the Town’s CIP,public - private development, and other construction-related needs. The scope of services may include,but is not limited to, field investigations, data collection, analysis, preparation of technical documents andreports, design support, and construction-phase services, as applicable to each discipline area.It is anticipated that work will be assigned through Task Orders issued under the MSA. Each Task Order willdefine the specific scope, schedule, and fee for the assignment. Consultants will be expected tocoordinate with Town staff and other project stakeholders to support the timely delivery of projects. TaskOrders will be issued based on the Town’s project needs and the consultant’s qualifications, availability,and performance.The Town anticipates needing professional services in the following discipline areas and respondentsmust indicate the discipline area(s) in which they wish to be considered (See Appendix A). The disciplinearea(s) must be able to be performed directly by the consultant, not by a subconsultant or subcontractor.It is not anticipated that an individual firm will supply all services listed below, but a firm may submit onmore than one service if they are qualified to do so.• Geotechnical, Materials testing, and Special inspections• Survey ServicesThe contract term will be two (2) years with the option to renew for up to two additional one-year terms.The Town reserves the right to cancel the MSA at any time or discontinue a firm’s participation. Instanceswhere this may occur include, but are not limited to, contracted firms not meeting performanceexpectations, or routinely declining opportunities to participate.General Requirements and Deliverables• All technical memoranda, reports, and certifications shall be submitted in electronic form toWendell in Windows-compatible format (including both .pdf and Microsoft Office Word formats).All plans shall be delivered to the Town in CAD-generated drawings and shall be provided onelectronic media downloadable onto AutoCAD-based systems compatible with the Town’s currentAutoCAD version. Development of GIS data related to streets, stormwater, and other facilities maybe required.3RFQ - #677-TM26-08• Wendell seeks to design projects that are cost effective and functional, high-performing in energyand water use, examining options for increasing efficiency during the design phase, using lifecyclecosts analysis. The outcome should be a building and/or areas and projects that are functional fortheir intended use, are durable, adds value for occupants and citizens, and utilizes cost-effectivetechniques and equipment. The selected Consultant should be prepared to assist the Town inmaking decisions that deliver the best results for the life of the building/structure/equipment andtheir related systems.• The selected Consultants shall be experienced with current State and Federal accessibility coderequirements and have the ability to implement design solutions to resolve the various types ofbarriers from these facilities.• The Town invites and encourages participation in this procurement process by minority or women-owned business enterprises (MWBE) in accordance with North Carolina General Statute §143-48.Proposal Submittal RequirementsElectronic responses ONLY will be accepted through the NC eVP website. Interested parties must be loggedin to submit proposals electronically. Registration information is available at NC Electronic Vendor Portal(eVP). Proposals must be clearly marked with name of the submitting company, the RFQ number and RFQtitle (Your Company Name - 677-TM26-08 - Professional Master Services). Proposers must submit one(1) electronic version, submitted as a viewable and printable Adobe Portable Document File (PDF).RFQ Responses must be received no later than 2:00 P.M., Eastern Standard Time (EST) on July 1,2026.Any submittals received after the deadline by any delivery method will not be considered or evaluated.QuestionsQuestions regarding the RFQ shall be submitted in writing to Nick Woodruff – Owner’s Project Manager viaemail to: nwoodruff@cumming-group.com no later than 2:00 P.M. Eastern Standard Time (EST), on June22, 2026. Indicate the RFQ name in the subject heading of the email.Only emailed questions will be addressed and answered. The issuance of such written responses is theonly official method by which interpretation, clarification, or additional information will be given by theTown. Only requests answered by formal written responses will be binding. Oral and other interpretationsor clarifications will be without legal effect. No information, instruction or advice provided orally orinformally by any Town personnel, whether made in response to a question or otherwise in connectionwith this RFQ, shall be considered authoritative or binding. No personal inquiry or marketing meetings willbe conducted or allowed. Respondents shall be entitled to rely only on written material contained in anAddendum to this RFQ.An addendum will be released with answers to any submitted questions and will be posted to the NC eVPwebsite.4RFQ - #677-TM26-08Proposal Submittal Format and ContentsThe instructions below provide guidance and information for respondents to prepare and submit conciseresponses to this RFQ. The purpose is to establish the format and contents of the proposal so thatresponses are complete, contain all essential information, and can be easily evaluated.Proposal FormatProposals should be presented in a well-organized and concise manner. The qualifications proposalshould be no longer than 30 pages in length. Covers, resumes, Certificates of Insurance, and tabs will notbe counted towards the page limit. The Professional Master Services Application (PMSA) form shall beincluded as the first page of the submission and will not count toward the page limitation. The Town mayreject as non-responsive at its sole discretion any submittal that does not provide complete and/oradequate responses or departs in any substantial way from the required format.Proposal ContentThe following items must be addressed in the submission:1. Introductory Letter: Respondents shall submit a clear and concise response identifying thefollowing information:a. Name of the Firmb. Primary contact person working on the Town’s behalf and their contact informationc. The Firm’s contact informationd. Why the Town should select the Firm for this worke. Acknowledgement of any RFQ Addenda (if applicable)2. Qualifications and Experience: Respondents shall submit the following information to demonstratetheir experience and qualifications:a. Provide relevant experience illustrating similar projects or work related to the technicalaspects and/or processes outlined in the above scope of work. Include sub-consultants’ (ifapplicable) capabilities as related to the scope of work. Cite specific projects of a similarnature to the submitting scope and list contact information for each project cited. IfRespondent is teaming with other qualified firms, including sub-consultants, ensure thecited examples include previous collaborations.3. Project Team(s): Provide an organization chart of the project team specifying the dedicated projectmanager, key personnel, and sub-consultants assigned to the team and the availability of backuppersonnel that will support this project. Include resumes with a brief summary identifying roles andresponsibilities and general qualifications (i.e. professional registrations, certifications, and/orlicenses) of each team member including sub-consultants and disciplines appropriate to theproject as well as education and availability of work, and experience. Please do not list Firm staffthat are not directly working on this project team. If more than one project manager or team isdesired, please include this information and describe why this is necessary and how each teamwill interact with the Town.4. Example Projects with References: Provide a minimum of three (3) references related to similarpublicly funded projects or scopes.
