Invitation for Prequalification of Construction Managers.
FY26-210-22
The City of Manchester, New Hampshire, through the Department of Public Works, Facilities
Division is inviting Construction Managers with appropriate design build experience and
capabilities to submit a confidential "Prequalification Statement" for School and Municipal
projects on an as needed basis.
It is the Facilities Division’s intent to qualify three or more firms based on their capabilities and
their ability to meet project needs.
Qualified construction management firms must have demonstrated past experience with design
build construction including scope and design development, estimating and budgeting, project
buyout and management. Target project range is between $100,000 and $1,000,000. Construction
Managers must have available bond capacity of $1,000,000 dollars. It is currently the City’s
intention to pre-qualified Construction Managers by December 2026 or earlier. The Department
of Public Works may extend, for a period of up to three years, qualification to the selected
Construction Managers at any City of Manchester owned facility.
Prequalification forms are attached.
Completed applications must be submitted no later than 3:00 PM on Wednesday, November 26,
2025, to Facilities Division, 475 Valley Street, Manchester, NH 03103, attention: Josh Gagne.
Selection of the successful contractor(s) will be in accordance with Chapter 39: of the
Procurement Code of the City of Manchester, Code of Ordinances. The City of Manchester is an
Affirmative Action /Equal Opportunity agency.

1. Nothing in the “Rules and Regulations Governing the Prequalification of Construction Contractors shall be construed as depriving the
Department of the right to reject any Prequalification Statement.
2. The City reserves the right to extend prequalification for similar projects advertised within one year of initial prequalification.
3. The City reserves the right to reject incomplete applications.
