A copy of the plans and specifications is availableat www.montville-ct.org.All proposals are due no later than January 28, 2026 at 10:00 AM and must be received at theFinance Office prior to the due date and time. A proposal must be delivered by hand, regular mail,or overnight mail to the Town of Montville, Finance Office, 310 Norwich/New London Turnpike,Uncasville, Connecticut 06382, with the proposal contained in a sealed envelope marked “FairOaks Community Center Boys & Girls Restroom Modifications Re-Bid”. The proposal mustbe signed by a Company official. Proposals will be opened and read aloud in the Finance Office.A pre-bid meeting will be held on January 14, 2026 at 10:00 AM at the Fair Oaks CommunityCenter, 836 Old Colchester Rd, Oakdale, CT 06370. Attendance is not mandatory.This contract is subject to state contract compliance requirements, including non- discriminationstatutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percentof the state-funded portion of the contract be set aside for award to subcontractors holding currentcertification as Small Business Enterprises (“SBE”) from the Connecticut Department ofAdministrative Services (“DAS”). A minimum of 6.25% of the state-funded portion must be setaside for subcontractors holding current DAS certification as Minority-, Women-, and/orDisabled-owned businesses (“M/W/DisBE”). The contractor must demonstrate good faith effortto meet the 25% set-aside goals.In addition to other reservations and conditions contained in the proposal documents, the Town ofMontville reserves the right to waive any technical defects in the proposals received; to waive anyformalities or irregularities; to reject any and all proposals for any reason, including that it or theydo not conform to the terms and conditions described herein, as determined by the Town in its solediscretion; to accept or reject any part of any proposal received; to present and negotiate terms ofa contract together or separately with any party submitting a proposal; to determine qualificationsexclusively and finally; to request additional qualifications; and to select any proposal or partthereof based on any combination of factors, including the amount proposal, the time ofcompletion, and the Town’s best interests. The Town further reserves the right to retain allproposals submitted and to use any ideas in a proposal regardless of whether or not that proposalis selected.Leonard G.
