Bid Title: REPOST - 2025 Black Creek Wells Discharge Pipe Replacement Project
Category: Construction Services Status: Open Description: Bids will be received by the Onslow Water & Sewer Authority to provide all labor, equipment, and materials necessary to remove and replace an existing 8-inch diameter ductile iron discharge pipe, 3-inch pressure relief valve, flanges, bolts, and chemical feed quills within the chemical feed room at multiple production well sites as specified in this Request for Bids until 2:15 pm on January 5, 2026, at Onslow Water & Sewer Authority, 228 Georgetown Road, Jacksonville, North Carolina. This is an informal request for bids, and the bids received will not be made public until the contract is awarded.
Work is to be performed at the following ONWASA well sites:
- Black Creek Well #8 – 731 Firetower Road, Jacksonville, NC 28540
- Black Creek Well #12 – 160 Gregory Fork Road, Richlands, NC 28574
- Black Creek Well #13 – 1156 Ramsey Road, Jacksonville, NC 28540

Any section of the Bidder’s response package that is deemedto be a trade secret by the Bidder shall be submitted in a separate envelope clearly marked “TRADE SECRETINFORMATION- DO NOT DISCLOSE.”INFORMATION FOR BIDDERSREPOST – 2025 BLACK CREEK WELL 8 DISCHARGE PIPE REPLACEMENT1. SCOPE OF WORKThe Contractor shall provide all labor, equipment, and materials necessary to remove andreplace an existing 8 diameter ductile iron discharge pipe, pressure relief valve, flanges, bolts,and chemical feed quills within the chemical feed room. All work is to be performed at BlackCreek Well 8, located at 731 Firetower Road, Jacksonville, NC 28540.All materials and work on this project shall conform to the following requirements:GENERAL REQUIREMENTSa. Work shall be performed in accordance with all applicable State and local codes andregulations governing this project.b. Contractor must possess a valid State of North Carolina Utilities Contractor license.c. Entrance to this site is restricted; work schedule must be coordinated with ONWASA toensure access.d. Contractor shall conduct operations in such a manner as to avoid damage to well sitefacilities (controls, building, security gate, and fencing, etc.). Any such damage shall berepaired by the contractor at no additional cost to ONWASA.e. The contractor shall leave the site clean, neat, and free of debris.f. Contractor will have forty-five (45) calendar days from the date when the Notice toProceed is awarded to complete this project.REMOVE AND REPLACE EXISTING PIPINGa. Contractor shall verify the existing line is isolated; stop work and inform ONWASA if it isnot.b. Remove the existing corroded 8” discharge line from the first flange above the floor inthe chemical feed room to the first flange connection inside the pump room at thedischarge valve, including selective demolition of a portion of the masonry unit wallbetween the two rooms, only as necessary to remove the pipe from the wall.c. Remove the 3” Ross Valve Back Pressure Sustaining/Relief Valve from the corroded 8”discharge line to the 90° fitting in the chemical room.d. Saw cut the concrete floor in the chemical feed room around the existing 8” ductile irondischarge pipe.e. Remove the existing 8” ductile iron discharge pipe coming through the floor down tocompetent piping below grade, preferably to the next flanged fitting below grade.f. Swab all interior surfaces of the new pipe and fittings with a sodium-hypochloritesolution for disinfection before installation.g. Install new 8” ductile iron piping and fittings (pressure class 350, AWWA C151, C115) withstainless steel fasteners, as required from below grade to above the concrete floor.h. Contractor is responsible for all new taps and plumbing required to hook up existing lubelines, hose bibs, and pressure transducers.i. Backfill the excavated area around the pipe with pea gravel to a level matching thebottom of the existing floor slab and tamp.j. Pour new concrete (minimum 4,000 psi strength at 28 days) around the new dischargepipe in the floor. Concrete thickness shall match the existing floor slab shall slopetowards the existing floor drain. There shall be no standing water in this room after theconcrete floor has been repaired.k. Install new 8” ductile iron pipe and fittings (pressure class 350, AWWA C151, C115) withstainless steel fasteners above floor to the existing discharge valve, including spools,elbows, flanges, etc.l. .Contractor is responsible for all new taps and plumbing required to hook up existing lubelines, hose bibs, and pressure transducers.m. Contractor shall provide new Koflo Retractable Injection Quills with lead-free brass shutoff, 3/4" NPT Process, 1/2"Inlet, PVC, No Check Valve, QR-.75B-.5PNC-6(or approvedequal). Contractor shall submit the manufacturer’s spec sheets for these items toONWASA for approval before ordering.n. Contractor shall reconnect new chemical injection quills to the existing supply/dischargelines. Quills shall be compatible with Sodium Hypochlorite and Orthophosphate.o. Install new 3” Back Pressure Sustaining/Relief Valve, ductile iron fittings (pressure class350, AWWA C151, C115) with stainless steel fasteners, as required from the new 8”discharge line, to the 90° fitting, including spools, elbows, flanges, etc.p. Re-grout/repair the masonry unit wall to pre-project condition once new piping isinstalled.q. Pressure test line for leaks; Contractor shall coordinate with ONWASA so staff can witnesspressure testing.r. Prime and paint new piping and fittings with materials suitable for this application; colorto be chosen by ONWASA.TEST AND START UPa. Contractor shall collect bacterial analysis after disinfection; provide a report of results toONWASA before discharging flow into the distribution system.b. Contractor shall coordinate with ONWASA to test run reinstalled equipment to ensureproper operation before final acceptance of the work.c. Contractor will be responsible for the removal and disposal of all debris from this project.d. Contractor shall warranty work for no less than (90) days for workmanship and providethe full manufacturer’s warranty period on materials.2025 BLACK CREEK WELL 12 DISCHARGE PIPE REPLACEMENT1. SCOPE OF WORKThe Contractor shall provide all labor, equipment, and materials necessary to remove andreplace an existing 8 diameter ductile iron discharge pipe, pressure relief valve, flanges,bolts, and chemical feed quills within the chemical feed room.
