Project Description: 2025-2026 Homeownership Request for Proposals

The Lancaster County Redevelopment Authority (LCRA) and the City of Lancaster are excited to invite both non-profit and for-profit developers to submit proposals for the creation of affordable, owner-occupied housing, whether through new construction or substantial rehabilitation.

To support these efforts, LCRA and the City will be offering gap financing through Federal HOME Investment Partnerships (HOME) funds. We’ve outlined all the details of the Program, including submission guidelines and development criteria, in our Joint Request for Proposals (RFP), which you can find here: https://portal.neighborlysoftware.com/LCHRA_PA/Participant

All proposals must be submitted through the Neighborly Portal by October 6, 2025.
