Summary

The Human Services Agency (HSA) Office of the Agency Director (OAD) branch is committed to ensuring excellence in the delivery of coordinated human services. HSA serves a diverse population including children, families, individuals with disabilities, and vulnerable adults. HSA is committed to advancing equity by creating the conditions that allow all County residents to fully participate in the economic and social opportunities of the county and prosper. OAD provides strategic vision and leadership to promote excellence in service delivery, Diversity, Equity, and Inclusion (DEI) through agency wide initiatives, public information, human resources, and communications.

The Office of the Agency Director is seeking contractors to partner in fulfilling its graphic design needs. The agency requires high-quality graphic design services to create impactful outreach materials and graphics on an as needed basis. The selected contractor(s) will collaborate closely with the OAD communications team and project leads to develop visually engaging content that align with County branding standards and enhances public awareness. A detailed description of the services required is provided in the Scope of Work.

Background

HSA has contracted for graphic design services in the past, and HSA's current contract is set to expire soon. HSA anticipates needing a variety of graphic design materials throughout the term of an awarded agreement to include brochures, flyers, and posters for community outreach; digital graphics for social media and website use; infographics that convey complex information in an accessible format; branding materials, including logos and templates for presentation or reports.

HSA may award more than one proposer (ex: top two highest scoring proposals) to maximize graphic design service coverage. HSA does not guarantee any work if an award is made and will request services on an as needed basis.

HSA may require outreach documents to be provided in a language other than English, typically Spanish, however the number and type of translation will vary based on the threshold languages and the communities identified for outreach. HSA requires that Contractors adhere to the County's style guide included in this solicitation and can be found in Attachments.

HSA anticipates the volume of work to be approximately 15-20 projects per year, with an average workload of 20-60 hours per month. However, some months may have less than 10 hours of work, while others could exceed 60 hours. The highest demand is projected from August to November, coinciding with the development of HSA's Annual Report ( HSA Annual Report | County of San Mateo, CA ) and Community Information Handbook ( Community Information Handbook | County of San Mateo, CA) , alongside other agency-wide needs. Samples of these projects are included in this solicitation under Attachments.

Design projects will include a variety of materials such as event flyers, posters/signage, and banners; logo development; infographics; brochures; handbooks; and special reports.

Typical turnaround times for deliverables are as follows:

• 10 calendar days for simple projects (e.g., infographics, flyers, designs, edits, etc.)
• 2 weeks – 2 months for more complex projects (e.g. brochures, reports, handbooks)
