The purpose of this procurement is to support data-driven planning,safety analysis, and infrastructure decision-making.Page 4 of 21S:\SS\C-P\2025\343-25 Pedestrian Counting Solutions\2-Bid Documents\BidNet\1-Original Upload\343-25 RFP 1-27-26RFP No. 343-25Pedestrian and Bicycle Counting SolutionCURRENT STATE, SCOPE OF WORK, AND SPECIAL CONSIDERATIONSB.1 CURRENT STATE:The City of Thornton’s current methods of obtaining pedestrian, bicycle, or other micromobilityuser data are manual counts utilizing either contracted data collection services or City ofThornton Traffic Engineering staff. This is time intensive and/or and cost-effective extensive.B.2 SCOPE OF WORK – GENERAL CONSIDERATIONS:The purposes of this RFP is to explore available technology to provide equipment or services toobtain pedestrian and multi-modal counts at various locations throughout the City. At this time,we are looking to purchase one (1) unit and use it for a long enough period of time to determineif it meets our long term needs and justifies further investment.Vendors shall provide equipment and supporting documentation that meets or exceeds thefollowing requirements:Deployment & Operationso Equipment must be deployable and retrievable by a single Thornton employee.o Vendors shall provide a basic work procedure, operator’s manual, or equivalentdocumentation demonstrating single-worker deployment feasibility.Security & Anti-Theft Measureso Vendors shall provide information on available anti-theft features, including but notlimited to:▪ Physical locking mechanisms▪ Tamper-resistant housing▪ GPS tracking or alerts (if applicable)Power Supply Requirementso Equipment must operate on its own internal power supply.o Equipment cannot rely on:▪ External electrical outlets▪ Permanent installation into existing infrastructure▪ Electrical generatorso Equipment must operate continuously for at least forty-eight (48) hours on a single fullbattery charge.o Vendors shall provide documentation verifying maximum operating time on a fullcharge as part of their proposal submission.Deployment Locationso Equipment must be suitable for deployment in a variety of environments, including:▪ Intersections▪ Midblock crossings▪ Trailheads and trails▪ Multi-use pathsPage 5 of 21S:\SS\C-P\2025\343-25 Pedestrian Counting Solutions\2-Bid Documents\BidNet\1-Original Upload\343-25 RFP 1-27-26
