INTRODUCTIONOgden City seeks to establish a full-service restaurant within the Ogden-Hinckley Airportterminal that provides high-quality food and beverage service to passengers, visitors,airport employees, airport tenants, and the general public. Passenger volumes, commercialflight activity, and customer demand at the Airport are continuing to grow, creating anopportunity for an on-terminal dining option that enhances the overall airport experience.The Airport recognizes the challenges associated with launching a new concession in anevolving market and has intentionally structured this Request for Proposals (RFP) to reduceearly-stage risk while allowing for future adjustments as operating patterns and customerdemand become better defined. This opportunity is intended for an adaptable operatorinterested in establishing a sustainable food-and-beverage presence in an emerging airportenvironment. To support early-stage viability, rather than guaranteed volume, the Airport isoffering flexible operating and financial terms, including access to a fully functionalcommercial kitchen and a waiver of rent and utility costs associated with the space duringthe first year of operation.It is anticipated that this RFP process will result in one (1) contract award. The RFPdocument and the selected proposal will become part of the final contract. The base contractterm will consist of a guaranteed initial period of two (2) years, with the option to renewannually for up to three (3) additional years, subject to performance and mutual agreement.II. All firmsintending to submit a proposal are ENCOURAGED to attend to obtain relevant information.IV. RESPONSE TO RFPOgden City is seeking proposals from providers capable of providing all the workdescribed in the Scope of Work including attachments.A. Each Proposal must include, as a minimum, the following information:1. Authorized Representative – Indicate name, address, email and telephone number ofthe company submitting the proposal.a. Include the name and contact information of the person designated as authorized tocontractually bind the offer.2. Company Experience and qualification - A description of the firm’s experience andcapability of fulfilling this contract if awarded.a. Include company history with biographies and/or resumes for principal contacts.3. Concept & Menu – Menu reflects concessionaires most popular items, grab-and-gooptions, dietary selections, drink selection etc.4. Operational Plan – Detailed hours of; prep, open to the public, closeout and staffing5. Six (6) month marketing and community engagement plan6. Waste Management Plan7. Financial capacity detail (Exhibit E) - A detailed breakdown of the proposed costs8. Detailed timeframes to prepare restaurant for opening on or before June 1, 2026.9. References – Provide list of at least two references; include project dates, scope,summary of work performed, and contact information.B. Proposals are to be no longer than 20 pages. Double-sided pages count as two pages.4C. For City record-keeping purposes, please do not use spiral or wire binding methods. Thefollowing methods will be accepted:a. Submitted as loose leaf with binder clipb. Submitted in a regular 3-ring binderD. Proposals submitted to Ogden City are considered public records, unless protected withinUtah Code 63G-2-1.V. EVALUATION OF PROPOSALSProposals will be evaluated based on the following criteria.1. Experience & Qualifications (15 points)o Demonstrated experience operating a full-service restaurant, preferably in a high-traffic, time-sensitive environment such as an airport, downtown, business park, orsimilar venue.o Proven track record of three (3) years, or more in food service management, stafftraining, and customer service.o Knowledge of applicable health, safety, and alcohol service regulations.2. Concept & Menu (25 points)o Quality, variety, and creativity of the proposed menu, including options for diversedietary needs (vegetarian, vegan, gluten-free, children’s menu).o Proposed approach to balancing sit-down service with quick-service or grab-and-go options for time-sensitive travelers.o Alignment of the restaurant concept with Ogden City and Ogden Airport characterand customer expectations.3. Operational Plan (10 points)o Proposed hours of operation that align with flight schedules and passenger trafficpatterns.o Staffing plan, including training, uniforms, and customer service standards.5
