Bidder attendance at pre-bid isrecommended.The Town will only accept bids in hard copy format and will not accept bids submitted via fax, email, or othermeans. Bids are to be submitted in a sealed package with the following on the outside of the envelope:Company NameProject NameDue Date and TimeBIDS MUST BE RECEIVED no later than:December 15, 2025, at or before 2:00 pm local time at:TOWN HALL450 S. PARISH AVENUEJOHNSTOWN, COLORADO 80534Bids will be opened and publicly read aloud and must be received prior to the above stated time and date. Bidsreceived after this date and time will not be considered for award.SCOPE: Work to be performed under this Contract includes construction of the 2026 Town of Johnstown SandraDrive Drainage Project construction includes but is not limited to:1. Erosion Control2. Earthwork3. Drainage4. Concrete Forebays5. Concrete Water Quality Structures6. Concrete Retaining Walls7. Subgrade Preparation8. Aggregate Base Course9. HMA Paving10. Concrete Flatwork11. Site Restoration, Seeding, Plantings, Landscaping, and IrrigationThis project must be substantially complete on or before July 3, 2026. All bids shall specify the anticipated startingand completion dates.Town of Johnstown450 South Parish Ave, Johnstown, CO 80534 | johnstownco.gov | 970-587-46643BID CONDITIONS: The Town of Johnstown is seeking qualified Contractors with applicable experiencecomparable to the Scope of Work, as described above. Bidders must provide a Bid Proposal stating how they meetor exceed the following minimum qualification criteria in order to be considered for award. Any Bidder that failsto comply with the following requirements will be considered non-responsive.1. The Contractor shall demonstrate successful completion of at least two (2) qualifying projects of similarscope within the last 5 years.2. The Contractor’s project manager and on-site representative who will be directly responsible for managingthe project shall each have demonstrated successful completion of responsibilities on at least two (2)qualifying projects of similar scope and complexity in the last ten (5) years.3. Contractor must demonstrate current capacity in workload to perform the work efficiently and effectivelyin a timely manner.4. Qualifying projects must have been performed for federal, state, or local government agencies. Projectsperformed for developers or private entities will not be considered qualifying projects.5. Qualifying projects must be valued at a minimum of $2,500,000.00.6. Qualifying projects must have been performed principally by the Contractors’ own forces. Work performedprincipally by other contractors or subcontractors will not be considered qualifying.AWARD: The Town intends to award the 2026 Town of Johnstown Sandra Drive Drainage Project to oneContractor. Award shall be made to the lowest and/or best as determined by the Town in its sole discretion. Biddersmay be disqualified for past failure to follow proper change order processes or failure to complete projects in atimely and/or professional work like manner. The Town of Johnstown reserves the right to cancel thisAdvertisement to Bid; reject any and all Bids, in whole or in part; to adjust the quantity of Work to be done asmandated by budgetary requirements; and to waive informalities or irregularities in the Bids received; when it is inthe Town's best interest to do so.BID SCHEDULE: An electronic copy of the Bid Schedule is provided with the Advertisement for Bid. It is incumbent upon Bidders to carefully and regularly monitor forany such postings. No Bid willbe considered unless accompanied by the Bid Guarantee.No Bidder may withdraw a Bid for a period of 60 days after the date fixed for opening the BidsThe successful Bidder shall provide the Town with a Certificate of Insurance naming the Town of Johnstown as anadditional insured for all policies required in the General and Special Conditions, a Statement of Liability andIndemnity, and with proof of Workers' Compensation coverage.If awarded the Bid, a Performance Bond and Payment Bond are required within ten (10) days of the date the writtenNotice of Award, each for the total amount of the Contract Price.
