I. NOTICE TO BIDDERS
Sealed proposals for furnishing services for the Land Application of Liquid sludge from the
Carl R. Nelson Wastewater Treatment Plant will be received by the Purchasing Agent of the City of
Adrian, Michigan, at the office of the City Purchasing Agent, City Hall, 135 E. Maumee Street,
Adrian, Michigan 49221, until 2:00 p.m. E.S.T. on Thursday, March 5, 2026, and at that time will be
publicly opened and read.
The work for which proposals are invited consists of furnishing the equipment, personnel, and
labor required to load, transport, and land apply the liquid sludge (biosolids) produced at the Carl R.
Nelson Wastewater Treatment Plant, located in the City of Adrian, Lenawee County, Michigan, to
approved land application sites. The Contractor shall insure that there are ample approved application
sites to accommodate the biosolids generated at the facility. All portions of the contract will be subject
to approval and inspection of the City of Adrian, EGLE, the United States Environmental Protection
Agency, the Lenawee County Health Department and the Lenawee Soil Conservation District.
Copies of the contract documents, on which proposals must be based, are on file and available
for prospective bidders at the offices of the Purchasing Agent of the City of Adrian, Michigan.
Proposals must be submitted on the proposal forms contained in the contract documents, and
properly executed in accordance with the directions contained therein. Said contract documents
containing such proposal must be submitted in their entirety in a sealed envelope and endorsed
“BIOSOLIDS CONTRACT PROPOSAL” and mailed and delivered to the City Purchasing Agent,
City Hall, 135 E. Maumee Street, Adrian, Michigan 49221.
All proposals must contain the name of the persons interested therein and shall be accompanied
by either a bid bond in the amount of 5% of bid or by a certified or cashier’s check as a guarantee to
the City that if the bid is accepted, contract will be entered into and the performance properly secured.
A performance bond of 100% of the amount of the contract will be required for the faithful
performance of the work to be done.
Each bidder is required to state in full detail in their proposal their experience in performance
of this type of contract, their financial status, and a list of equipment they have available to do the work
required. A list of personnel and their qualifications to perform the work required shall also be
included. Each bidder must be capable of following the Residuals Management Plan incorporated
within the NPDES Discharge Permit issued to the City of Adrian by EGLE. Each bidder shall be
capable of performing land application work in the spring, summer, and fall as land is available, and as
required by the Wastewater Treatment Plant. No frozen ground application is permitted.
The right is reserved by the City of Adrian to reject any or all bids and to waive technical
defects and informalities as the interest of the City may require.
Bidders, or their authorized agents, are invited to be present at the opening of the proposals.
No bid may be withdrawn after the scheduled closing time for receipt of bids for at least thirty
(30) days.

II. INFORMATION FOR BIDDERS
Section 1 – Description of Work
The work to be performed under this Contract, and for which proposals are invited, consists of
furnishing the equipment, personnel, labor, materials, tools and incidentals required to load, transport
and apply the liquid sludge (bio-solids) produced at the Carl R. Nelson Wastewater Treatment Plant,
located in the City of Adrian, Lenawee County, Michigan, to approved land application sites. The
Contractor, at his expense, shall insure that there are ample approved application sites to accommodate
the biosolids generated at the facility.
Section 2 – Location and Sites of Work
The liquid sludge (bio-solids) to be land applied under this Contract is to be obtained by the Contractor
at and from the Carl R. Nelson Wastewater Treatment Plant located in and owned by the City of
Adrian, Michigan. The Contractor shall be responsible for the procurement of land application sites as
needed. A legible copy of an agreement to apply biosolids signed by the landowner and/or farmer,
along with an aerial and plats view of the location of the site, shall be provided to the Wastewater Plant
prior to land application. The Contractor shall perform all monitoring, soil testing, etc., and submit site
application forms for each proposed land application site to the Michigan DEQ for approval. Any site
that does not meet all DEQ requirements and received approval shall not receive biosolids.
Section 3 – Requirements for Bidders
In submitting a proposal, each bidder represents that before submitting same he has read all of the
contract documents, has examined all of the sites of the work including the Carl R. Nelson Wastewater
Treatment Plant, and has made the necessary examinations and investigations of conditions and
difficulties that may be encountered in the execution of the work, all as provided in and required by
these contract documents. The submittal of a bid on this project shall be taken as evidence that this has
been done.
Section 4 – References
Each Contractor shall submit with his bid a minimum of five (5) references for projects of a similar
nature that the City of Adrian may contact regarding the contractor’s work. References shall be for
work completed in the past three (3) years.
Section 5 – Residuals Management Plan
The Contractor shall at a minimum comply with all provisions of the Residuals Management Plan
currently incorporated as part of the NPDES Discharge Permit as issued by the Michigan DEQ to the
City of Adrian. The Contractor shall provide all pertinent information, data, etc. and assist in
preparing for submittal to the Michigan DEQ or other state or federal agencies all reports required
pertaining to the land application of biosolids.
Section 6 – Rejection of Proposals
The City reserves the right to reject any or all bids, when in the best interest of the City it is deemed
advisable, and to waive all informalities.
Section 7 – Data to be Submitted with Proposals
The bidder’s attention is called to statements of loading procedure experience, financial status and
equipment list which are to be submitted with his proposal.
Section 8 – Submitting and Delivering Proposal
Proposals shall be submitted on the proper forms described and contained in these Contract
Documents. Said Contract Documents containing such proposal shall be submitted in their entirety in
a sealed envelope addressed to the Purchasing Agent, City Hall, 135 E. Maumee Street, Adrian,
Michigan 49221, with the name and address of the bidder, the date set for opening of bids, and the
words, “BIOSOLIDS CONTRACT PROPOSAL” plainly marked thereon. If forwarded by mail,
said envelope shall be placed in another envelope that shall be sealed and addressed and marked in
identical fashion. Proposals will be received until the hour and date set for the opening thereof and
must be by that time in the hands of the official indicated.
Section 9 – Public Opening of Proposals
Section 10 – Bid Bond
All proposals must contain the name of every person interested therein and shall be accompanied by
either a bid bond in the amount of 5% of the bid or by a certified or cashier’s check in the amount of
5% of the bid, payable to the City of Adrian as a guarantee to the city that if the bid is accepted,
contract will be entered into and the performance properly secured.
Section 11 – Award and Execution of the Contract
The bidder to whom the award is made will be required to execute a written contract with the City and
to furnish a good and approved Performance Bond, all as herein stipulated and in the form hereto
attached, within ten (10) days after the date of award.
Section 12 – Performance Bond
The bidder to whom the Contract is awarded shall furnish a performance bond with a satisfactory
surety, in the form provided and as approved by the city, in the amount of one hundred percent (100%)
of the total amount of the Contract, as a guarantee of good faith in behalf of the Contractor that he will
faithfully perform all of the work required and that he will comply with all of the terms of the contract
document. Such performance bond shall be kept in full force and effect during the life of this Contract,
but may be renewed or replaced by the successful bidder from time to time, or annually, so long as
performance bond in the amount of one hundred percent (100%) of the total amount of the Contract is
in force and effect at all times during the life of said Contract. The City must be provided with a copy
of any renewed or replaced performance bond.
