SummarySACOG is seeking a consultant to review, analyze, and report on the performance and outcomes of the multi-year Regional Bike Share Pilot Program. The consultant will help SACOG and our partners assess program effectiveness, rider behavior, and geographic implications through comprehensive data analysis.
Interested consultants and/or teams should be able to demonstrate:
- A strong understanding of shared micromobility systems and rider behavior
- Experience with data analysis, mapping, and visualization (GeoJSON and GIS)
- Experience with transportation planning and projects that involve multiple partners
BackgroundSACOG serves as a Joint Powers Authority (JPA) of city and county governments in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. As the only public agency with members from all 28 jurisdictions in the greater Sacramento region, SACOG plays a unique role as the place where local governments can come together to take on critical issues facing the region and to tackle problems that are too big for any one jurisdiction to solve on its own. SACOG is tasked by state and federal law with long-range planning for the region but also plays an important role in working with local partners to advance more immediate solutions to some of the region’s shared challenges of transportation, housing, air quality, climate change and the protection of the region’s agricultural and natural resources. One of the four policy priorities in SACOG’s 2025 Blueprint focuses on fostering the next generation of mobility solutions. This priority includes a commitment to continued support to transit and local agencies in finding ways to develop, test, and pilot new mobility services such as bike share and other shared micromobility options. These mobility options can help the region achieve its goal to reduce greenhouse gas emissions that contribute to climate change.
In 2018, SACOG partnered with local jurisdictions and government agencies to launch a Regional Bike Share Pilot Program. The pilot program explored the development and testing of a cross-jurisdictional bike share program in the cities of Sacramento, West Sacramento, and Davis with the goal of supporting the following policy objectives:
- Equity: provide an equitable system that increases access to transportation options
- Environment: reduce vehicle miles traveled and greenhouse gas emissions
- Economy: provide a civic amenity that enhances economic vitality
SACOG managed a program agreement with the private operator JUMP – and later, Lime – on behalf of the cities of Davis, Sacramento, and West Sacramento that contained specific pricing and other system operations obligations. The pilot program ran for five years and experienced several significant changes throughout this period – including the COVID-19 pandemic and introduction of e-scooters. The Regional Bike Share Pilot Program ultimately concluded on January 1, 2024.
Today, shared micromobility still exists in the region. It follows a privately-owned and privately-operated model and is not considered part of the original regional pilot program. Currently all shared micromobility devices in the cities of Sacramento and West Sacramento are e-scooters, while a couple hundred e-bikes operate in the City of Davis.
