Background

Inyo County Public Works in collaboration with Health and Human Services is seeking qualified contractors to support infrastructure improvements at the Progress House residential facility. This project involves a general interior remodel focused on enhancing the kitchen and adjacent common areas to improve safety, functionality, and the overall living environment for residents. The purpose of the renovation is to support a more therapeutic and supportive setting for individuals receiving behavioral health services.

This initiative is part of a broader effort to preserve and strengthen critical behavioral health infrastructure throughout Inyo County. Contractors should be prepared to engage collaboratively with County staff to ensure that the facility remains operational throughout the project timeline and that modifications reflect the needs of both staff and residents.

This infrastructure improvement project is funded through the California Department of Health Care Services' Community Care Expansion (CCE) Program, which aims to preserve and expand adult and senior care facilities that serve individuals experiencing homelessness or at risk of homelessness, with a focus on behavioral health needs.

The Progress House is a key component of Inyo County’s continuum of care for individuals with serious mental illness. Upgrading the interior infrastructure—particularly the kitchen and surrounding areas—will allow the facility to maintain licensure standards, better support daily living activities, and promote a healthier, more dignified environment for recovery and stability.
