SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of Purchasing &Contracting (hereinafter the “State”) is seeking to establish contracts with one or more companies thatcan provide FLAGS – US VT MIL POW-MIA for use throughout the State of Vermont.1.1.1.ADDITIONAL PURCHASERS: In the Certificate of Compliance attached to this solicitation biddersare required to indicate whether political subdivisions and independent colleges of the State mayparticipate in the awarded contract at the same prices, terms and conditions.1.2. CONTRACT PERIOD: Any contract(s) arising from this solicitation will be for a period of 24 Months withan option to renew for up to three additional twelve-month periods. The State anticipates the start date forsuch contract(s) will be July 1, 2026.1.3. SINGLE POINT OF CONTACT: All communications concerning this solicitation are to be addressed inwriting to the State Contact listed on the front page of this solicitation. Actual or attempted contact withany other individual from the State concerning this solicitation is strictly prohibited and may result indisqualification.1.4. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this solicitationor wishing to comment on any requirement of the solicitation must submit specific questions in writing nolater than the deadline for question indicated on the first page of this solicitation. COMPLETE FLAG DESCRIPTIONS: State of Vermont Outdoor, Size 3’ x 5’, 4’ x 6’, 5’ x 8’ as follows; nyloncontinuous filament single yarn, 3.6 oz. square yard, 200 denier, the flag shall be blue with the Coat ofArms of the State screen printed thereon color fast, fade resistant inks. Coats of Arms described asfollows: Green, a landscape occupying half of the shield; on the right and left in the background, highmountains, blue, the sky, yellow, from near the base and reaching nearly to the top of the shield, arising apine tree of the natural color and between three erect sheaves, yellow, placed diagonally on the right sideand a red cow (PMS 201) standing on the left side of the field, motto and badge; on a red (PMS#201)scroll beneath the shield, the motto: Vermont Freedom and Unity. The Vermont Badge: two pinebranches of natural color, crossed between the field scroll crest; a buck’s head, of natural color, placed ona scroll, blue and yellow.
