PDTThe FRESNO COUNTY FIRE PROTECTION DISTRICT is requesting written quotations form qualifiedcontractors to provide labor, material, equipment, and supervision necessary to complete the public worksproject described below.Award will be made to the lowest responsive and responsible contractor meeting specifications and projectrequirements. This Request for Quotation does not commit the FRESNO COUNTY FIRE PROTECTIONDISTRICT to award a contract or pay any costs incurred in the preparation of a proposal in response to thisrequest. The District reserves the right to accept all or part of any RFQ or to cancel in part or in the entiretythis REQUEST For QUOTE . The District further reserves the right to accept the proposal(s) that it considersto be in the best interest of the District.Scope of Work – Roof ReplacementProject Location: 101 McCabe Ave Mendota CA 93640Project Type: RoofingDate: February 3rd, 2026Project Overview: The purpose of this project is to remove the existing composition (comp) roof and replace it with anew standing seam metal roof. The roof size is approximately 7,500 square feet. The project includes all necessarylabor, materials, and equipment required to complete the installation in accordance with industry standards andapplicable building codes.Scope of Work:The Contractor shall furnish all labor, tools, materials, equipment, transportation, permits, and incidentalsrequired to complete the following:A. Removal of Existing Roof• Conduct a site inspection and pre-work assessment.• Remove and dispose of the existing composition roof in compliance with environmental regulations.• Inspect roof decking for damage and perform necessary repairs or replacements.• Clean and prepare the surface for new roof installation.B. Installation of New Standing Seam Metal Roof• Supply and install a standing seam metal roof system, including all necessary fasteners and underlayment.• Ensure all materials meet industry and fire station requirements.• Install appropriate flashing, ridge caps, drip edges, and ventilation as required.• Provide adequate insulation and weatherproofing.• Ensure proper slope, drainage, and water-tight seals.• Conduct quality control inspections throughout installation.C. Additional Work Requirements:• Protection of existing structures and landscaping during construction.• Compliance with OSHA safety regulations, including fall protection.• Coordination with fire station personnel to minimize operational disruption.• Cleanup and debris removal upon project completion.• Warranty on materials and workmanship (minimum 10-year warranty preferred).• Final inspection and approval by fire station representatives.D. Contractor Requirements:• Hold a valid CA Contractor’s License.• Be registered with the Department of Industrial Relations (DIR)• Comply with all Public Works and Prevailing Wage requirements.• The contractor will be responsible for obtaining all necessary permits from the County of Fresno.• Licensed, bonded, and insured roofing contractors with experience in public safety facility projects.• Proven track record of installing standing seam metal roofs.• Compliance with all state and local building codes.• Breakdown of labor and material costs.E. Timeline• Expected project start date: February 23rd, 2026• Expected completion date: April 15th, 2026• Any change orders must be approved in writing before proceeding.Work must be completed in accordance with applicable plans, specifications, and local/state/federalregulations.Prevailing Wage RequirementsThis project is subject to Prevailing Wage laws. The Contractor shall pay not less than specified prevailing wage ratesand comply with all labor code requirements, including certified payroll reporting.PUBLIC WORKS PREVAILING WAGE AND DIR CONTRACTOR REGISTRATIONCertain labor categories under this project may be subject to prevailing wages as identified in theState of California Labor Code commencing at sections 1720 et seq. and 1770 et seq. Ifapplicable, employees working in these categories at the site must be paid not less than the basichourly rates of pay and fringe benefits established by the California Department of IndustrialRelations (“DIR”). Copies of the State of California wage schedules are available for review atwww.dir.ca.gov/dlsr/. In addition, a copy of the prevailing rate of per diem wages will be madeavailable at the District’s office upon request. The successful Contractor shall post a copy of theprevailing wage rates at each job site. It shall be mandatory upon the Contractor to whom theContract is awarded, and upon any subcontractors, to comply with all Labor Code provisions,which include but are not limited to the payment of not less than the said specified prevailing wagerates to all workers employed by them in the execution of the Contract, employment ofapprentices, hours of labor and debarment of contractors and subcontractors.Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wishto bid on, be listed in a bid proposal, or enter into a contract to perform public work must beregistered with the DIR. No proposal will be accepted nor any contract entered into without proofof the Contractor’s and subcontractors’ current registration with the DIR to perform public work. Ifawarded a contract, the Contractor and its subcontractors, of any tier, shall maintain activeregistration with the DIR for the duration of the project.RFQ TIMELINEDates for completion and other associated tasks may be changed based on District need.Notice of changes to this RFQ and other posting requirements will be made publicly availablehttps://www.fresnocountyfire.orgProcurement ScheduleAll deadlines below are at 4:00 P.M.
