City of Sandusky, OhioRiver Ave., F St. and First St. Waterline ReplacementRequest for QualificationsResponse Due Date: Tuesday, May 1, 2026, at 1:30pmThe City invites qualified professional design firms to submit qualifications to undertake the River Ave., FSt. and First St. Waterline Replacement project. Qualification packages are due no later than 1:30pm onMay 1, 2026.This project involves:• Replacing approximately 1750 linear feet of existing six-inch waterline with a new eight-inch PVCwaterline on River Ave. from Cedar Point Dr. to F St. Tying in all existing connections, replacinghydrants, as necessary. Limited storm sewer installation shall be included. Replacing all servicelines up to, and including the meter pit, in conjunction with Water Distribution Staff.• Replacing approximately 520 linear feet of existing six-inch waterline with a new eight-inch PVCwaterline on F St. from River Ave. to First St. Tying in all existing connections, replacing hydrants,as necessary. Replacing all service lines up to, and including the meter pit, in conjunction withWater Distribution Staff.• Replacing approximately 1020 linear feet of existing six-inch waterline with a new eight-inch PVCwaterline on First St. from Cedar Point Drive to F St. Tying in all existing connections, replacinghydrants, as necessary. Replacing all service lines up to, and including the meter pit, in conjunctionwith Water Distribution Staff.• Alternate bidding the resurfacing all of the pavements upon completion of the underground utilitywork and restoration.All construction activities shall be designed in accordance with the City’s Standard Drawings forConstruction. Survey topo work has already been completed and in AutoCAD (.dwg) format, that’s not tosay that limited/spot elevation checks or survey work won’t be required.The City will select a professional design firm based on the Statements of Qualification as determined atthe City’s discretion in accordance with the procedures of Sandusky Codified Ordinance 141. Services willinvolve the water distribution system design, roadway resurfacing and other related items includingsurveying, preparing detailed construction plans and specifications, and providing bidding, constructionand closeout support services. The City anticipates authorizing the selected Professional Design Firm toproceed before June of 2026.Estimated Total Project Budget: $1,100,000, including design and construction.Required Qualifications: Firm must have prior experience with Water Distribution System Design,drainage, traffic control, and roadway design, of similar scale, noted herein.Final deliverables will be discussed during the Scope of Services negotiations with the selected firm.Existing studies will be provided once a consultant has been selected. The selected firm must develop andadhere to a design schedule with the construction drawings, specifications, permits and Engineer’sEstimate being complete by July of 2026 to allow time for staff to bid in mid to fall 2026; for work to beginlate in the 2026 construction season.Please include with the qualification packet:• Experience of firm and personnel assigned to this project that will uniquely qualify your firm tocomplete this work, including résumés and locations of key project team members (max. 8 pages),including the following:• Description of the firm’s overall understanding of the project and recommended scope of servicesto accomplish the stated goals. (max. 2 pages)• A project management schedule showing all milestones and completion dates based on “Scheduleof Activities” (max. 2 pages)• Project staffing plan (max. 1 page)• References (max. 1 page)The City of Sandusky will form a Selection Committee comprised of city staff to review Qualifications. TheSelection Committee will evaluate and select the most qualified consultant. Competitive price selectionwill not be utilized under the selection process.The following criteria will be used in the consultant selection process:• Strength of project manager and strength/experience of key team members and proposedsubcontracted firms’ key personnel• Past performance and experience with projects of similar scope and size, including experiencewith facilitating dynamic community engagement and outreach process and traffic calmingtechniques• Project schedule• Location of key staffBased on the qualifications submitted, the City of Sandusky may conduct interviews of firms that bestdemonstrate an understanding of the City’s objectives and that adequately addressed all elements of theRFQ. Whether interviews are performed or not, the City shall enter into contract negotiations with thepreferred firm to determine the final scope of services and project budget. If negotiations fail, the Cityshall enter into negotiations with the second highest ranked firm. This process shall continue until acontract is successfully negotiated or the City determines to issue a second RFQ. The contract must beapproved by Sandusky City Commission.All qualifications shall be considered without regard to race, color, religion, sex, national origin,citizenship, age, mental or physical disabilities, veteran/reserve/national guard or any other similarlyprotected status.One electronic copy via email in PDF format shall be submitted no later than 1:30pm on May 1, 2026, to:Joshua R.
