SummaryThe Sacramento County Sheriff's Office Towing Enforcement Detail invites proposals from experienced, qualified tow companies to participate in the Sacramento County Sheriff's Office Rotational Tow Program. The Sheriff's Rotational Tow Program will be a two (2) year contract, with two (2) one (1) year extensions, to be offered at the discretion of the County. An evaluation team appointed by the Sheriff's Office will evaluate all proposals received. All requirements identified must be satisfied in order to ensure that a proposal will qualify for consideration. The Sheriff's Office intends to have as many tow companies on our towing rotation as possible, to maximize coverage and response times.
Requirements:
- Contractor shall possess and maintain all necessary licenses, permits, certificates, and credentials required by the laws of the United States, the State of California, the County of Sacramento, and all other appropriate governmental agencies, including any certification and credentials required by the County of Sacramento.

Upon acceptance into the Tow Rotation Program, the County of Sacramento will assign a contractor to one (1) or more of the five (5) following operational divisions:

North 1: All unincorporated areas of Sacramento County within the boundaries of:
The Sacramento County line to the west, the Sacramento County line to the north, the
American/Sacramento Rivers to the south and areas west of Interstate 80.
(Excluding the city limits of Sacramento) -
North 2: All unincorporated areas of Sacramento County within the boundaries of:
The Sacramento County line to the North, the Folsom City limits/Sacramento County line to the east,
the American River to the south and areas east of Interstate 80. (Excluding the City limits of
Citrus Heights) -
South 1: All unincorporated areas of Sacramento County within the boundaries of:
The American/Sacramento Rivers to the north, the Sacramento County line/Sacramento City limits to
the west, areas north of Florin Road and areas east of Watt Ave/Elk Grove Florin Road. (Excluding
the City limits of Elk Grove and Galt) -
South 2: All unincorporated areas of Sacramento County within the boundaries of:
The American River/Folsom City limits to the north, the Sacramento County line to the east, areas
east of Watt Ave/Elk Grove Florin Road/Highway 99, the Sacramento County line to the south. -
South 3: All unincorporated areas of Sacramento County within the boundaries of:
The Sacramento County line to the west, areas south of Florin Road, areas west of Watt
Ave/Elk Grove Florin Road/Highway 99, the Sacramento County line to the south.

- All tow truck drivers responding to calls initiated by Sacramento County Sheriff's Office must be qualified and competent employees of his/her company
- Contractor must maintain a current list of drivers
- All tow truck drivers shall complete a Tow Operator/Driver Information Form and complete a DOJ LIVE SCAN background check ( The Sheriff's Office may deny the application of any tow operator at its sole discretion )

Tow truck and car carrier classifications are based on the truck chassis GVWR, and the classification system used by the American Trucking Association (ATA) and truck manufacturers.

ATA and Manufacturers Classifications Rotation Vehicle
1. Class 4 - 14,001 - 16,000 pounds GVWR (Class A Tow Trucks)
2. Class 5 - 16,001 - 19,500 pounds GVWR (Class A Tow Trucks)
3. Class 6 - 19,501 - 26,000 pounds GVWR (Class B Tow Trucks)
4. Class 7 - 26,001 - 33,000 pounds GVWR (Class B Tow Trucks)
5. Class 8 - 33,001 or more GVWR (Class C & D Tow Trucks)

- Contractor will generally be assigned by the Sheriff to at least one (1) tow division and shall provide tow service within that district on a 24-hour, 7-day-per-week basis.
- Contractor shall respond to all requests for service from the Sacramento County Sheriff's Office within thirty (30) minutes for all calls received and accepted between the hours of 9:00 a.m. and 3:00 p.m. Monday through Friday.
- Contractor shall respond to all requests for service from the Sacramento County Sheriff's Office within forty (40) minutes for all calls received and accepted between the hours of 3:01 p.m. and 8:59 a.m., Monday through Friday, and all calls made during any weekend or County Holiday.
- Contractor shall maintain its business office and a primary storage yard within the Sacramento County limits.
- CONTRACTOR shall not release any stored vehicle unless presented with a properly endorsed “Authorization for Vehicle Release” form from the Sacramento County Sheriff's Office, when an authorization for vehicle release is required by the Sheriff's Office.

Contractor shall comply with the following minimum facility requirements:

1. Physical Characteristics - The primary office shall be large enough to accommodate necessary personnel and administrative records. CONTRACTOR shall provide a public, unisex, permanent
restroom facility and a public waiting area to seat at least four (4) people.
2. Public Safety - Adequate measures shall be taken to protect the safety of the public.3. Compliance with COUNTY Codes - In addition to the provisions herein, the primary location shall comply with all COUNTY Codes and safety regulations applicable to the proposed use.
4. Access - The public shall have direct, unabated access to the inside of the customer waiting area or sales office at CONTRACTOR’S storage yard.
5. Parking - The customer shall be provided off-street parking with proper setbacks and lighting per applicable zoning code requirements.
6. Capacity - The capacity of the primary location storage must total not less than thirty (30) vehicles. Each space must be a minimum of eighteen (18) feet by ten (10) feet, and be accessible
for use in connection with this contract.7. Appearance - All open storage areas shall be screened from public view and secured with six (6) foot fencing/wall.
8. Maintenance - All open storage areas shall be maintained gravel or asphalt surface and kept level except for normal usage low areas. Ruts are to be repaired for public and employee safety.
Storage areas are to be lighted and kept free of trash and weeds.9. Secondary Storage - Secondary storage lots shall comply with the same requirements as the primary storage and zoning requirements of the Sacramento County Zoning Code, as applicable.

- Without limiting contractor's indemnification, contractor shall procure and maintain for the duration of the agreement, insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the agreement by contractor, its agents, representatives or employees.
