Bid Title: RFP - Services - Holland Intermodal Port Improvements Project
Category: Bids, RFPs and RFQs Status: Open Description: Prospective Consultant
Re: Request for Proposal: Design, Construction Engineering and Contract Administration
for the Holland Intermodal Port Improvements Project
To Whom It May Concern:
The City of Holland (City) and the Holland Board of Public Works (HBPW) (jointly referred to
as the “Owners”) are seeking proposals from consultants to provide preliminary engineering,
design, construction engineering and contract administration services for the project referenced
above. Funds for the project will come from a combination of sources including a fiscal year
2025 $11.25 million Port Infrastructure Development Program (PIDP) grant from the U.S.
Department of Transportation Maritime Administration (MARAD). The Holland Intermodal
Port Improvement Project includes three key components, reconstruction of the seawall at #64
Pine Avenue (site of HBPW’s former James DeYoung Power Plant), site improvements at #64
Pine Avenue (to accommodate a future industrial use) and, lastly, associated public road and
right of way improvements. A location map, Figure 1, for the project is attached. The Owners
have held several introductory meetings with MARAD and preformed some very preliminary
work on the project, however, we are looking forward to assembling a project team that will be
led by the consultant selected through this RFP process.
ADDENDUM
This addendum is intended to provide responses to comments received and provide further
information and clarification for the project referenced above.
1. The deadline for proposals has been revised to Friday, October 9, 2026. Sealed proposals
will be accepted until 4:00 p.m., local time, on Friday, October 9th.
2. A copy of the Pre-Award Kickoff Meeting with MARAD is included for reference as
Attachment 1.
3. The scope of the proposals shall be reduced to include work necessary for the City/BPW to
execute our grant agreement with MARAD. This includes the following activities.
a. Completion of the NEPA process (see Attachments 2 and 3)
b. Completion of Section 106 – Historic Preservation Review (see Attachment 4)
c. Completion of Section 7 of the Endangered Species Act
d. Completion of Title VI
e. Topographic Survey and Base Map
f. Utility Coordination Meeting / Utilities shall be included on Base Map
g. 30% Design Plans
h. Preliminary Estimate
i. Preliminary Specifications
j. Detailed Scope of Work and Schedule for the Project and the three main work areas
i. Seawall Construction
ii. Industrial Operations / Site Work
iii. Public Road and Utility Improvements
k. All Property, Right-of-Way, Permits necessary for the project (including CSX)
l. Site Visit with MARAD expected in November 2026
m. Monthly Meetings with MARAD and City/BPW (minimum 2 per month)
n. Public Meetings and Presentations (expect 4 separate meetings with one or two of
those public meetings and others in front council/boards)
4. Provide a spreadsheet with cost and level of effort broken down, at a minimum, with the
three main work areas listed separately with corresponding costs and level of effort listed.
Further breakdown of costs and level of effort is not required but encouraged. Billing rates of
all personnel involved with the project should be listed. The billing rates of all personnel
expected to be a part of the entire project, including the construction phase, should be included.
5. MARAD has indicated that an Environmental Assessment (EA) is likely the anticipated
NEPA document, however, nothing has been finalized. At this time, MARAD has not identified
any issues that could expand the NEPA effort beyond an EA and MARAD has not identified
any technical studies required that are not customary of a typical EA.
6. A Phase 1 and 2 ESA was completed for the former JDY property the 2018/2019 timeframe.
These documents along with other JDY property documents will be made available to the
consultant that is hired for the project as needed in order to complete the NEPA review process
with MARAD.
7. A noise analysis has not been discussed with MARAD as part of the NEPA evaluation.
8. A Section 106 consultation with SHPO has not been initiated. Not aware of any know
historic or archaeological resources that will be affected by the project at this time and MARAD
has not requested any investigations or monitoring at this point.
9. The limits of the topographic survey shall coincide with the limits (green dashed lines)
depicted on Figure 2 included with the initial RFP. Topographic survey should also extend
along the route of the large diameter storm sewer relocation.
10. All property, right-of-way and easements necessary to complete the project should be
secured as part of the work conducted under this initial RFP and before the grant agreement
with MARAD is executed. We have existing survey and information related to the current
configuration of Pine Avenue and the current Pine Avenue right-of-way. A property swap that
was to occur with the neighbor was never finalized. Consultant may use this information as a
starting point, however, updates and revisions should be expected in order to complete the swap.
Expect additional property, right-of-way and easement work along the project route to be part of
work needed prior to grant agreement execution with MARAD.
11. Geotech investigation identified in original RFP is intended for the entire project, including
construction phase. There are prior geotechnical information available for both the public rightof-
way and former JDY property that may supplement what is being requested moving forward.
12. 30% design shall include what is necessary to meet the requirements of MARAD in order to
execute the grant agreement. This shall include preliminary engineering of the site plan at the
former JDY property, preliminary engineering and hydraulic study of the rerouted large
diameter storm sewer (to include rerouting of stormwater currently tributary to the storm water
pump station shown on Figure 2), hydraulic design shall include updates to an existing SWMM
with review and approval by City’s hydraulic engineer, road cross section design, preliminary
engineering related to two-way conversion of Pine Avenue including new traffic signals,
preliminary cost estimate, specifications and project schedule.
13. Figure 3 included with the initial RFP is depicts the conceptual layout for the former JDY
site. Consultant should expect to work with future owner/aggregate supplier and their engineer
to finalize site plan. Site plan shall include site work, internal driveways and traffic patterns,
however, office building, scale and scale house shall be by others.
14. Refer to initial RFP for schedule. Plan to execute grant agreement with MARAD in early
2027 so that work on the seawall may begin in 2027 with site work and public road
improvement work in 2028. MARAD will include scheduling milestones within the grant
agreement.
Sign, date, and return this form with your proposal acknowledging that you have read and
understand all the information provided above. The signed addendum shall accompany your
proposal all of which shall be submitted to the City of Holland Transportation Services Department
by 4:00 p.m. local time on Friday, October 9, 2026.
