INVITATION TO BID

Brunswick County is soliciting informal bids for the installation of a Long- Side gravity sanitary sewer service at 261 Cougar Road, Boiling Spring Lakes, NC 28461. Any changes to the specifications or Scope of Work contained herein will be made in the form of an Addendum to this Invitation to Bid and will be supplied to all known prospective bidders and posted on the Brunswick County website. Notwithstanding the foregoing, bidders will be responsible for ensuring that they have all addenda. Brunswick County may negotiate and refine final specifications and Scope of Work with the selected bidder.

SCOPE OF WORK

A more detailed Scope of Work includes, but is not necessarily limited to, the following:

2.1 Tap and install a four (4) inch SCH 40 PVC gravity sewer service inclusive of clean out, piping, fittings, and appurtenances from the main to the property line.

2.2 Establish traffic control during the performance of the work, ensuring measures are in place for safety and all compliance requirements.

2.3 Contractor shall endeavor to minimize any disturbance to roadway, and any disturbance shall be restored as required to meet NCDOT and Brunswick County requirements.

2.4 Contractor shall seed and mulch site to NCDOT and Brunswick County standard specifications and shall establish sufficient vegetation to stabilize the disturbed areas.

2.5 The work includes the cost of all mobilization, overhead, insurance, clean up, and all ancillaries necessary for a complete service.

2.6 No debris will be left at the site.

2.7 All materials, restoration, and debris disposal costs must be included in the submitted bid.

2.8 All necessary permits for the work are the responsibility of the contractor.

2.9 Contractor shall attend a meeting at a mutually agreeable time, but within two (2) weeks of notification, with the County to determine set up, staging area, storage, and appropriate work hours prior to commencing services under the awarded contract.

2.10 Contractor shall provide traffic control including, but not limited to, all signs, cones, barricades, and other related or required traffic control devices to meet the NCDOT standards of the Manual on Uniform Traffic Control Devices (MUTCD) https://mutcd.fhwa.dot.gov/ . The work includes all labor, traffic control devices, vehicles, trailers, etc. that may be required to transport, install, and remove the devices after the project is completed.

2.11 Contractor shall be responsible for initiating utility locates with NC811.

2.12 Contractor to submit a forecasted timeline of work and anticipated completion date.

SPECIFICATIONS

The contractor shall adhere to all applicable Brunswick County Technical Specifications and Standard Details, located on the Brunswick County website at https://www.brunswickcountync.gov/245/Engineering-Design-Manual . This includes, but is not necessarily limited to the following:

  • ? TS 021 Low Pressure Sewer Systems & Grinder Pumps

LICENSING

All contractors are hereby notified that they must have proper licenses as required under the state laws governing their respective trades. General Contractors are notified that Chapter 87 of the General Statutes of North Carolina, as applicable, will be observed in receiving and awarding general contracts. Contractor will be required to provide proof of applicable licensure.

SITE VISIT

QUESTIONS/ADDENDA

Questions or requests for further information regarding this Invitation to Bid shall be submitted in writing to For security reasons, you must enable JavaScript to view this E-mail address. no later than 3:30 PM ET December 9, 2025. A copy of all questions, further clarifications and answers will be made in the form of an Addendum to this Invitation to Bid and will be provided to all known bidders and posted on the County’s website. Notwithstanding the foregoing, bidders will be responsible for ensuring that they have all addenda.

Bidders are expressly prohibited from contacting any Brunswick County official or employee regarding this Invitation to Bid, except in the manner noted in this section. A violation of this provision is grounds for the immediate disqualification of the bidder.

SCHEDULE

The work shall begin within ten (10) days of the issuance of Notice to Proceed by Brunswick County and shall be completed within sixty (60) days of issuance of the Notice to Proceed. There may be limitations on when the work may be performed based on the operational needs of the facility. Contractor shall provide a detailed proposed schedule with its submitted bid.

BID DEADLINE AND SUBMITTAL REQUIREMENTS

Bids must be received no later than December 12, 2025, at 4:30 pm ET. Brunswick County will not be responsible for the failure of any mail or delivery service to deliver a bid prior to the stated date and time. Incomplete Bids or bids inconsistent with the required format shall be disqualified from consideration.
