Bid Title: Social Media Management, Website Maintenance, and Content Creation Services
Category: Bids, RFPs, and RFQs Status: Open Description: The Carrboro Tourism Development Authority invites proposals from qualified vendors to provide comprehensive digital communications services, including social media management, website maintenance, and content creation (marketed as Visit Carrboro).
The Authority is a component of the Town of Carrboro, North Carolina and is staffed and advised by Town personnel. The selected vendor will be expected to deliver services that reflect industry best practices, foster engagement, and maintain technical excellence.
Current platforms include:
- Social Media: Instagram and Facebook
- Website: WordPress CMS (www.VisitCarrboro.com) (hosting provided by third-party; vendor responsible for updates, security, and content management)
The goals of this project are to:
- Increase awareness of Carrboro as a tourism destination.
- Grow website and social media engagement and reach.
- Ensure the Authority’s website remains secure, accessible, and up to date.
- Provide inclusive, engaging content that reflects the diversity and vibrancy of the community.

Mission AlignmentThe Authority’s mission is to promote travel and tourism in Carrboro by investingoccupancy tax revenues in projects, events, and initiatives that attract visitors and enhancethe town’s tourism infrastructure.The selected vendor’s work under this contract must directly support this mission by:• Creating and distributing content that highlights Carrboro’s unique cultural, artistic,and community assets.• Showcasing local businesses, events, and attractions that draw visitors fromoutside the community – preferably from over an hour away.• Ensuring that all digital communications reflect Carrboro’s values of inclusivity,creativity, and community pride.• Collaborating with Authority board members, Town staff, and stakeholders to alignmessaging with broader tourism development strategies.• Measuring and reporting on outcomes that demonstrate increased visibility,engagement, and visitor interest.2. Scope of WorkThe selected vendor will provide the following services in close collaboration with Townstaff and stakeholders:A. Social Media Management• Develop and maintain a content calendar for Instagram and Facebook incoordination with Town staff.• Create, schedule, and publish posts that highlight tourism, local businesses, andevents.• Provide limited photography, videography, and graphic design services as needed.• Collaborate with Town staff and stakeholders to ensure messaging is accurate,inclusive, and reflective of community values.• Monitor engagement, respond to comments/messages, and provide monthlyanalytics reports.• Recommend strategies to grow audience reach and engagement.B. Website Maintenance and Content• Maintain WordPress CMS, including security patches, plugin/theme updates, andcompliance with best practices.• Post new content (articles, event updates, business spotlights, etc.) in a timelymanner, coordinating with Town staff for approvals and input.• Ensure website accessibility, mobile responsiveness, and SEO optimization.• Provide quarterly recommendations for improvements in usability and performance.C. Content Creation• Develop engaging copy, graphics, and multimedia content tailored to targetaudiences.• Align content with the Authority’s brand identity and tourism goals, incorporatingfeedback from Authority board members, Town staff, and stakeholders.• Ensure all content is inclusive, accurate, and visually appealing.• Leverage Town-owned videos, photos, and graphic collateral to maximize efficiencyand brand consistency.D. Reporting and Meetings• Provide monthly performance reports summarizing social media analytics, websitetraffic, and content updates.• Conduct quarterly review meetings with Authority board members and Town staff toevaluate progress, adjust strategies, and ensure alignment with communitypriorities.E. Optional Services / Innovation• Vendors may propose optional add-on services such as influencer partnerships,paid advertising campaigns, or emerging platform strategies (e.g., TikTok). Theseservices will be considered separately and are not required for award.F. Sustainability and Community Impact• Vendors are encouraged to describe how their work will support sustainability goals(e.g., eco-friendly travel, social impact travel) and local economic impact (e.g.,subcontracting with local creatives).3. Performance StandardsThe vendor will be expected to meet the following minimum performance standards,consistent with generally accepted best practices:Social Media• Posting Frequency: Minimum of 3–5+ posts per week per platform depending oncommunity activity.• Stories/Short-Form Content: At least 2 per week.• Engagement: Respond to public comments/messages within 48 hours.• Reporting: Monthly analytics report including reach, engagement, and growthmetrics.Website• Security/Software Updates: Applied within 7 days of release (critical securityupdates within 48 hours).• Content Updates: Posted within 5 business days of Authority board members orTown staff request.• Accessibility/SEO: Quarterly review and recommendations.• Issue Resolution: Uptime monitoring and resolution within 24 hours of notification.4. Proposal RequirementsProposals should not exceed 14-pages in total except section dividers, and should notinclude promotional flyers, pamphlets, or other materials. A signed cover letter notexceeding one page and from a principal of the enterprise should accompany the proposal.Proposals must be provided in a digital PDF format (hard copies of the proposals may beprovided by mail but are not required) and emailed to EconDev@CarrboroNC.gov by3:00pm on December 31, 2025.Proposals must be organized using the following section headings. Each section shouldaddress the corresponding requirements in detail:• Company Profile and Relevant ExperienceProvide a description of your company, including history, size, areas of expertise, andrelevant experience delivering similar services. Highlight any experience with tourism orlocal government clients.• Examples of Past WorkInclude samples of previous projects, campaigns, or websites that demonstrate yourability to deliver high-quality social media management, website maintenance, andcontent creation. Provide links where possible.
