The County is interested in firms capable of providing professional servicesincluding, but not limited to research, ordinance text drafting, graphics rendering, and finaldocument preparation.BackgroundThe Moore County Board of Commissioners recently approved the 2025 Moore County LandUse Plan. The plan includes a series of goals, recommendations, and actions intended to guidefuture growth in the County while protecting its rural ambiance, heritage, and valuable naturalresources.This project will focus on updates to the UDO to reflect the updated 2025 Moore County LandUse Plan. Additionally, the firm will analyze and update other key topics within the UDO asidentified by County Staff, the Planning Board and/or the Board of Commissioners. These topicsmay include, but are not limited to:• Minor/Major Subdivision Regulations• Highway Corridor Overlay Districts• Definitions and Standards for New Uses• Watershed – High Density Option• Other Updates as Identified in Thorough AnalysisServices RequestedThe following scope of work is intended to guide preparation for updates to the Moore CountyUnified Development Ordinance (UDO). This Scope of Work is intended to provide a generalframework for this project. The County expects that the final Scope of Work will reflectmodifications made based upon staff discussions with the selected firm.31. Analysis of Existing CodeConduct detailed review of the current UDO to assess function, accuracy, opportunities forimproved clarity, and compliance with NC General Statutes for zoning, subdivision, building andland development.Link to the Current Unified Development Ordinance: Ordinances | Moore County, NC2. Review the 2025 Moore County Land Use PlanThe Moore County Board of Commissioners adopted the 2025 Land Use Plan in October 2025.This plan serves as the policy document for guiding future growth, decisions, investments ininfrastructure, and services. Key issues and opportunities were identified through communityengagement and formation of a Steering Committee. These activities resulted in a series ofpolicy recommendations and supporting implementation strategies.The firm shall review the Land Use Plan and create a detailed report of items within the LandUse Plan that need to be updated in the UDO.Link to the 2025 Moore County Land Use Plan: 2025-Land-Use-Plan-PDFWork Product: Detailed report of items within the Land Use Plan that need to be implementedthrough updates to the UDO.3. Develop Framework for UDO UpdateBased on policies and action items contained in the Land Use Plan, and recommendations fromCounty Staff, Planning Board, Board of Commissioners, and other items identified in the firm’sreview process, develop a framework for the UDO update. The framework shall include specifictopics that will be addressed in the update, sections of the document that will be updated, and listany graphics/charts that are needed.4. Draft UDO UpdateFirm shall prepare UDO text updates with all necessary charts and graphics.CoordinationThe oversight and guidance for preparation of the UDO update will be provided by County staff.The Moore County Planning Board and/or Board of Commissioners may also be consultedthroughout the process. Firm’s proposal should identify key stages for input from the PlanningBoard and Board of Commissioners.4Procedural RequirementsAll proposals must provide the following information for review:Please label each section and place in your bound response in the order below.The submitted proposal must address all elements of scope of work as outlined in the RFQ andshould include (at a minimum) the following elements:1. Cover Letter expressing interest and understanding of the project2. Firm Overview including relevant qualifications, certifications, and capacity3. Key Staff and Resumes4. Project Approach/Work PlanThe section should include a detailed description of the proposer’s understanding of theintent of the project and its objectives, the character of the required deliverables, and overallapproach to the project. The proposer should identify the level of assistance required fromthe County to complete each task.5. References (minimum of 3) from similar clients or projects.6. Any sub-consultants that will be used along with their experience, credentials, and at leasttwo references.Consultant EvaluationThe proposals will be evaluated on the firm’s ability to meet the requirements of the Request forQualifications. The specific evaluation criteria, among other factors, will include:• Demonstrated Experience in creating similar work product of a Unified DevelopmentOrdinance and ability to prepare user-friendly documents, supported by references tosimilar work. (30%)• Qualifications of the Firm and Personnel (including any subcontractors) to be assignedto this project demonstrating the consultant’s capacity to complete requested services, theirexperience completing similar projects, including experience with research and analysisrelated to the scope of work elements. (20%)• Quality and Clarity of the Proposed Approach. Demonstration of overall projectunderstanding and clarity of the proposal and creativity/thoroughness in addressing the5
