The City of Winter Park is seeking qualifications from experienced teams interested in partnering to deliver a structured parking facility utilizing the City Hall parking lots through a Public-Private Partnership (P3).

Background

This RFQ is intended to identify qualified and interested teams with the capability to design, finance, construct, and potentially operate the Project. This RFQ is the first step in a two-phase procurement process:

• RFQ (Qualifications) - Identify experienced teams capable of developing and presenting a well-conceived concept.
• RFP (Proposal) - Invite shortlisted teams to submit detailed concepts.
