Professionals meeting requested criteria will be placed on a hiring roster for consideration on future projects.
Qualification Statements will be received at the City of Twin Falls Office of the City Manager at 203 Main Avenue East., 3rd Floor, Twin Falls, Idaho 83301 until 4:00 p.m. MST on May 8th, 2026.

All questions must be emailed to mthopson@tfid.org andreceived no later than May 1st, 2026, at 4:00 p.m. MST.Page | 32026 Request for QualificationsAPPLICANT'S COSTThe applicant will be responsible for all costs (including site visits) incurred in preparing orresponding to this RFQ. All materials and documents submitted in response to the RFQ become theproperty of the City and URA and will not be returned.PUBLIC RECORDS/CONFIDENTIAL INFORMATIONThe City is a Public Agency. All submittals, including bids, proposals, and any other informationprovided by a consultant may be considered a public record and, except as noted below, will beavailable for inspection and copying. Any information submitted to the City is subject to release asprovided for by Idaho Public Records Act, Idaho Code, Title 74, Chapter 1.The City will take reasonable efforts to protect any information marked "proprietary", to the extentallowed by Idaho Public Records Law. Proprietary information should be clearly identified in a coverletter, submitted with your response. It is requested that the proprietary information be placed in aseparate envelope within the proposal to minimize accidental copying and release. Proprietaryinformation will be returned to the applicant upon request, after the award of the Agreement. It isunderstood, however, that the City will have no liability for disclosure of such information. Anyproprietary or otherwise sensitive information contained in or with any proposal is subject topotential disclosure. Candidates are encouraged to review the Idaho Public Records Act regardingwhat documents can be exempted from production to the public under Idaho Law.RESERVATION OF RIGHTS BY CITYThe issuance of this RFQ does not constitute an assurance by the City that any contract will beentered into by the City with any certainty. The City expressly reserves the right to:• Reject any and all proposals• Request additional information and data from any or all respondents• Supplement, amend, or otherwise modify the RFQ or cancel this request with or without thesubstitution of another RFQ• Disqualify any respondent who fails to provide information or data requested herein or whoprovides inaccurate or misleading information or data• Disqualify any respondent on the basis of any real or perceived conflict of interest• Disqualify any respondent on the basis of past performance on City projectsEVALUATION PROCESSProposals will be evaluated and scored by a selection committee using the criteria identified in this RFQ.The committee will evaluate and determine if a respondent’s score is high enough to be placed on theroster. Simply meeting minimum qualifications will not result in placement on the roster. It is theresponsibility of the respondent to ensure that the proposal complies with this RFQ, conforms to theformat, demonstrates qualifications, and provides the information requested. If the respondent fails toprovide information as requested in this RFQ, such failure may result in rejection of their proposal. The Citymaintains the right to interview respondents prior to placement on the roster.Page | 42026 Request for QualificationsUPCOMING CITY PROJECTSAs future City projects arise, project specific criteria will be determined. Then, ranking may be performedfrom the hiring roster and the respondent’s submitted materials. If necessary, additional project-specificinformation will be requested to better determine the best-qualified candidate to provide therequired services.Upon selection of the best-qualified candidate, negotiations will proceed in accordance with IdahoStatute 67-2320.SUBMITTAL REQUIREMENTSContent and completeness are most important. Any proposal not following the requestedsubmittal format may be rejected. The proposal shall be for the firm's expertise only. Any useof sub-consultant services will NOT be considered.•The submittal shall be on 8 1/2 x 11-inch paper, single sided•Type style shall not be smaller than 12 point font•Complete the INDEX page (pg. 7) at the end of this document and submit as part of theintroductory sectionThe proposal shall be submitted according to the following outline:SECTION I: INTRODUCTORY LETTER (2 pages maximum)An introductory letter shall accompany the proposal. The letter should provide the address of the homeoffice and the location of the office that will be primarily responsible for the services, an introduction ofthe firm's key personnel and a general overview of the firm. Identify your firm’s contact person for thisRFQ. Firms may also include geographic considerations demonstrating familiarity with locale and localgovernmental regulatory agencies. Describe how your expertise, experience and/or techniques can be anadvantage to the Owner in completing a project.SECTION II: QUALIFICATIONS (2 pages per section, 8 pages maximum) – 50-point scaleThe following format shall be required for each service category submitted.1. Qualification of the Project Manager(s) and Key Personnel – 5 pointsIdentify project management and key personnel and provide relevant qualifications,experience, licensure, and office location(s).2. Project Approach – 10 pointsDescribe your approach to Providing CM Services - A) Preconstruction Services, B)Construction Services as either CM/R or CM/GC. Discuss how you provide leadership tofacilitate teamwork and communications among all parties involved in the project coveredby your response.3. Total Project Budget Control – 15 pointsSubmit a detailed description of how your firm provides and periodically updatesconstruction cost estimates and participation in Value Management during project design,and successfully tracks and reports construction costs, including line-item costs for eachPage | 5
