competitive sealed bids through theInvitation to Bid process to establish a contract for sewer jetting/cleaning services.2.0 BACKGROUNDRockingham County is located in the center of the beautiful Shenandoah Valley of Virginia. Nestledbetween the Blue Ridge Mountains on the east and the Alleghenies on the west, the County is locatedalong the Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County isthe third largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.Rockingham County maintains over 137 miles of sewer line of various types and sizes that range from 4”to 30” and associated manholes that require maintenance including cleaning and removal of blockagesfrom various issues that impact the sewer system. The sewer system extends from areas including butnot limited to north of the City of Harrisonburg, east of the City extending to McGaheysville and southextending to Mt. Crawford.3.0 SCOPE OF WORKAll services shall be coordinated through Rockingham County Public Works on an “as-needed” basiswithout a defined number of hours or anticipated linear foot volume. A variety of equipment can beused to perform the jetting and cleaning services. However, the equipment shall be able to jet, clean,and vacuum debris from the sizes of sewer line and manholes as listed above. At least one vacuumtruck capable of providing 2,500 PSI at 80 GPM and 2,500 PSI at 40 GPM on ½” line shall be listed.Bidders shall be responsible for disposal of any debris that is removed from the sewer systems. Biddersshall also be responsible for providing water for the jetting process. Awarded bidder(s) shall be on-sitewithin two (2) hours of being notified by Rockingham County Public Works of work being requested.The successful bidder(s) shall maintain those services for a three year term with the option to renewservices for an additional two (2) one year terms, if both parties agree.4.0 BID PREPARATION AND SUBMISSIONBidders are required to submit the following items as a complete bid:1. The completed signature sheet (see 7.0 Signature Sheet).2. The completed bid form (see 8.0 Bid Form).Bids shall be submitted in a sealed envelope, clearly marked “ITB-# 26-0324-01 Sewer Jetting Services”no later than 2:30p.m., local time, Friday, April 17, 2026 to:Rockingham County Finance DepartmentAttention: Rebecca Guthrie4|Page20 East Gay StreetHarrisonburg, VA 22802Electronic submissions can also be submitted through the County’s website or using the following linkhttps://va-rockinghamcounty2.civicplus.com/FormCenter/Email-Forms-13/Procurement-200.It is the responsibility of the bidder to ensure that their bid reaches the appropriate office prior to the dateand time of closing.All costs of proposal preparation and presentation shall be borne by each bidder. The County is notliable for any cost incurred by the bidder prior to issuance of a contract.5.0 EVALUATION AND CONTRACT AWARDBids will be opened at the time and place stated in the Invitation to Bid or as modified by subsequentAddenda, and their contents publicly announced. The Purchasing Agent shall decide when the specifiedtime for bid opening has arrived. No responsibility will be attached to any officer or agent for thepremature opening of a bid not properly addressed and identified. The provisions of §2.2-4342 of theCode of Virginia shall be applicable to the inspections of bids received.The Contract, if awarded, will be awarded to the lowest responsive and responsible bidder, if any,provided his bid is reasonable and it is in the best interest of the County to accept it and subject to theCounty’s right to reject any and all bids and to waive informality in the bids and in the bidding.Determination of the lowest responsible bidder, if any, will be based on the total bid amount entered onthe Bid Form. Where the sum of the values entered in the multiple parts do not agree with the total bidamount, the total bid amount entered on the Bid Form, including any properly submitted bidmodifications, shall take precedence. In the event that the total bid from the lowest responsible bidderexceeds available funds, the County may negotiate the total bid amount with the apparent low bidder toobtain a contract price within available funds, pursuant to §2.2-4318 of the Code of Virginia.In the case of a tie bid, the County may give preference to goods, services, and construction produced inthe County or provided by persons, firms or corporations having principal places of business in theCounty. If such choice is not available, preference shall then be given to goods and services produced inthe Commonwealth pursuant to Section 2.2-4324 of the Code of Virginia. If no County orCommonwealth choice is available, the tie shall be decided by lot.The Notice of Award will be posted on the County website after the Board awards the contract. Anybidder who desires to protest the award or decision to award a contract shall submit the protest inwriting to the Rockingham County Purchasing Agent no later than ten days after the award date of theBoard of Supervisors or date of the Notice of Award, whichever comes first (§ 2.2-4360).5|Page
