CITY OF ALBANY, OREGONREQUEST FOR PROPOSALS (RFP)WTP-26-02, Vine Street Facilities Viability StudyProposals Due by 2:00 p.m. (Pacific Time), Tuesday, January 6, 2026Notice is hereby given that the City of Albany (“City”) is requesting proposals from qualified firms thatcan demonstrate competency and experience required to complete a long-term viability study neededto evaluate the future of the Vine Street Water Treatment Plant (WTP). The study shall include analysisof the existing conditions at the WTP, and other water systems as related to the operations of the plant,and a cost benefit analysis comparing options to make improvements on site compared todecommissioning the Vine WTP and constructing a new plant at an alternate site.An Optional Preproposal Site Visit will be held, at Vine Street Water Treatment Plant, 300 Vine StreetSW, Albany, Oregon, on Tuesday, December 16, 2025, from 10:00 a.m. to 11:00 a.m., or longer if needed.The meeting provides an opportunity to ask questions, review the solicitation and requirements, andparticipate in a walk-through of the site location.Solicitation documents may be downloaded from the City of Albany website athttps://albanyoregon.gov/bids, or examined at Albany City Hall, Finance Department, 333 BroadalbinStreet SW, Albany, OR 97321, Monday through Friday, 8:00 a.m. to 5:00 p.m. There is a $35 charge toreceive a printed copy of the documents.It is imperative that those who download the solicitation documents check the website regularly foraddenda, clarifications, and other notifications that may be pertinent. Proposers are solely responsiblefor checking the website to determine if addenda or clarifications have been issued. For questionsregarding the solicitation, contact Diane Murzynski, CPPO, Contracts and Procurement Officer, atcontracts@albanyoregon.gov.Time is of the essence to acquire a qualified consultant to provide the required engineering and designservices within the prescribed timeline. Proposal responses shall be submitted electronically to DianeMurzynski, in the Finance Department, at procurement@albanyoregon.gov, and must be received notlater than 2:00 p.m., (Pacific Time), Tuesday, January 6, 2026, or any extension of the time made byaddendum. Submittals will be considered time-stamped and received by the City when received in theprocurement email inbox. The email subject line should include the project name “RFP-251221, WTP-26-02, Vine Street Facilities Viability Study RFP”. Proposals received after the closing date and timewill not be opened or reviewed. There will be no formal opening. Proposals shall be valid for 120 daysafter opening unless otherwise specified.The City may reject any proposal not in compliance with all prescribed solicitation procedures andrequirements and other applicable law and may reject any or all proposals in whole or in part when thecancellation or rejection is in the best interest of the City, and at no cost to the City.DATED THIS 8TH DAY OF DECEMBER 2025.PUBLISH:Diane M.
