All items will be delivered FOB Destination. The awarded supplier is responsible for any shipping or delivery costs.
Please note there is a mandatory site visit to be held on May 22, 2026 @ 11 AM. For security reasons, all parties attending the mandatory site visit must contact Jim Niehenke at jniehenke@pa.gov no later than end of day on May 18, 2026, to pre-register to attend the site visit. No one will be allowed into facility who does not pre-register to attend.

SCOPE OF WORK:The Department of Corrections (DOC) is no longer occupying the State CorrectionsInstitution at Pittsburgh and requires a contractor to provide grass cutting and snow/iceremoval services at the Institution. The facility consists of 31 buildings with a total areaof approximately 587,000 square feet. The facility is located at 3001 Beaver Avenue,Pittsburgh, PA 15233. Site plan shall be provided upon request.This statement of work details the services, which the Awarded contractor shall perform.It is the intention of this agreement that the contractor shall perform all grass cutting andsnow/ice removal services necessary to maintain the grounds and buildings of PIT in sucha fashion that they are kept clear of grass, brush, snow, ice, and are made accessible toemergency vehicles.The facility is non-operational with the exception of limited electrical service.Questions regarding the bidding or contracting procedures should be directed to ChristinaZambotti at czambotti@pa.gov or 717-728-3915.II. SITE INSPECTION:A mandatory site inspection will be held at SCI Pittsburgh, 3001 Beaver Avenue,Pittsburgh, PA 15233 on Friday, May 22, 2026 at 11:00AM EST. Prospectivebidders shall contact Jim Niehenke, Facility Maintenance Manager,SCI-Pittsburgh at jniehenke@pa.gov or at 412-920-2180 x204 toconfirm attendance and identify participation by Monday, May 18, 2026with the names of those individuals who will be attending the mandatory site inspection.The mandatory site visit requirement may be waived, upon PA DOC approval, for aprospective Offeror that had previously attended all site visits as either a prime orsubcontractor during the previous Invitation to Bid 6100064632. The request to waive thesite visit requirement must be emailed to Jim Niehenke, Facility Maintenance Manager,SCI – Pittsburgh no later than Monday, May 18, 2026, by 2:00PM.The site inspection is held as it is the responsibility of the contractor, by careful personalexamination, to satisfy themselves as to the nature and location of the work.By careful examination of the bid specifications and being in accord therewith, thecontractor shall predetermine prosecution of the work, the general and specific locationconditions, and all other matters that in any way affect the work under this contract. Failure1to become familiar with the contract requirements or to comply with any or all of therequirements of this paragraph shall not be permitted as a basis for any claims made by thecontractor, and they assume all responsibility for the faithful performance of the provisionsof the contract.Contractors may submit in writing any questions to Christina Zambotti atczambotti@pa.gov. All answers will be posted to the Department of General Serviceswebsite www.emarketplace.state.pa.us. Answers to questions are not official until they areposted to the website.III. CONTRACT TASKS – MAINTENANCE SERVICES:A. BUILDINGS AND GROUNDS:1. Snow/Ice Removal:a. Provide snow and ice removal from site roadways, parking lots, andwalkways as necessary to enable access to entire facility toaccommodate essential safety, maintenance, security, and inspectionservices. Snow and ice shall be removed when it becomes a hazard topersonnel and/or vehicular traffic. For this contract, any measurableaccumulation of snow exceeding three (3) inches or ice shall beremoved by contractor as soon as possible.1. Plowing includes but not limited to:a. River lot guard accessb. Front lot to the main entrance, warehouse, andside entrance.c. Truck gate through the main alleyd. Access through the main yard and north yardse. Any other requested area2. Shoveling includes but not limited to:a. Electrical Court Yard Entryb. Tool House Entryc. Warehouse Entryd. Main & Side Entrye. Court Yard Entryf. Any other requested locationb. During inclement weather the contactor shall have a response time oftwo hours to begin snow/ice removal remediation for the performanceof security rounds. The contractor shall remain on site until such timeas the weather event has concluded and the facility walking surfaces arepassable.c. Maintain accessibility of all buildings to local fire, State Police andemergency personnel.2d. Any snow required to be removed for accessibility, safety,maintenance, security, or inspection shall be deposited at a locationapproved by the DOC Manager.2. Grass and Brush Control:A. Provide grass and brush trimming services for the entire site (approximatelyfour (4) acres) in accordance with local zoning ordinances. The length of thelawn shall not exceed 6 inches, and the contractor must mow a minimum ofonce every two weeks during the growing season.B. Additional mowing and trimming may be necessary between the statedintervals to maintain compliance with the City of Pittsburgh and/or AlleghanyCounty regulations.C. Filming and Access Restrictions: Production Activities may occur on-siteduring the term of the contract. Access to the SCI may be limited ortemporarily restricted. The contractor shall coordinate with the Jim Niehenek,Facility Maintenance Manager at SCI Pittsburg at jniehenke@pa.gov or at 412-920-2180 x 204 to coordinate schedules as necessary.IV. CONTRACT REQUIREMENTS:The awarded contractor agrees to comply the following contract terms and conditions,as attached or incorporated by reference:A. Attachment 1 – Terms and Conditions, as attachedB. Attachment 2 – Statement of WorkV. INSURANCE REQUIREMENTS:The Contractor shall purchase and maintain, at its expense, the following types ofInsurance, issued by companies acceptable to the Commonwealth.A. Workmen’s Compensation Insurance sufficient to cover all of the employees ofcontractor working to fulfill this contract.B. Comprehensive General Liability Insurance, including bodily injury and propertydamage insurance, to protect the Commonwealth and the Contractor from claimsarising out of the performance of the contract. The amount of bodily injuryinsurance shall not be less than $500,000 for injury to or death of persons peroccurrence. The amount of Property Damage Insurance shall not be less than$300,000 per occurrence.3Such policies shall name “The Commonwealth of PA-DOC” as an additionalinsured. Prior to the commencement of work under this contract, the Contractormust provide the Commonwealth with current Certificates of Insurance whichevidence that the Commonwealth has been included on the policy as an additionalinsured. These certificates must include the contract location and a briefdescription of the contract work. These certificates shall contain a provision thatcoverage afforded under the policy shall not be canceled or charged until at leastthirty (30) days prior written notice has been given to the Commonwealth.VI. CONTRACT TERM:The contract term shall commence upon execution and receipt of purchase order and willend in one (1) year from effective date.Further, the parties may agree to renew this contract for up to four (4) additional annualterms upon the same terms and conditions set forth in the contract.Upon renewal, the Department, based on past performance, may negotiate an increase inthe unit prices, by a rate not to exceed 3%, with supporting justification.The contract quantities herein are estimated only and may increase or decrease dependingon the needs of the Department. Contractor shall be paid at the unit price bid for actualwork performed.VII.BID AWARD:It shall be understood and agreed that any quantities listed in the solicitation areestimated only and may be increased or decreased in accordance with the actualrequirements of the Department of Corrections.Unless otherwise indicated, the unit price must include all labor, materials, equipment,tools, insurance, delivery fees and all items necessary for the completion of the project.In cases of discrepancies in prices, the unit price will be binding unless the unit price isobviously in error and the extended price is obviously correct, in which case theerroneous unit price will be corrected. All items will be deliveredF.O.B Destination. The awarded supplier is responsible for any shipping or deliverycosts.VIII. Bid Results:Bids will be opened on the date and time specified in the invitation for bid. Bidtabulations will be posted on the Department of General Services’ eMarketplacewebsite http://www.emarketplace.state.pa.us/).Bid Tabulations are for information only and do NOT constitute actualaward/execution.IX. PAYMENT TERMS:4Payments shall be made on a reimbursement basis for actual services performed.Contractor will invoice monthly for actual services rendered.Contractors must follow the following invoicing requirements:• Accurately bill the Commonwealth for actual services rendered on allinvoices.• Submit invoice to appropriate resource account within 10 business days ofcompleted service• Comply with Commonwealth / Department of Correction’s practices forsupplier payments.The awarded supplier should submit all invoices, as outlined by the Pennsylvania Officeof the Budget, as a PDF file to 69180@pa.gov.
