City of Lakewood Request for Qualifications Custer Road Safety Improvements Right-of-Way Services

City of Lakewood (City) is requesting statements of qualifications from firms qualified and interested in providing Right-of-Way procurement services to assist the City with their Custer Road Safety Improvements project.

General scope of work for this project includes, but is not limited to, the installation of opposing left turn lanes along Custer Road SW and minor modifications to the existing signal system.  Additionally, the project includes but is not limited to, construction of curb and gutter, sidewalks, traffic island, ADA-compliant facilities, pedestrian signal modifications, bicycle facilities, storm drainage facilities, street lighting and necessary excavation.

The City of Lakewood in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises and defined in 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

The statements of qualification will be evaluated based on the following criteria:

  1. Project team experience and qualifications including key personnel.
  2. Understanding of the project requirements.
  3. Project team’s experience with right-of-way acquisition.
  4. Familiarity with WSDOT and FHWA requirements.
  5. Approach to project.
  6. Past performance and references.

The statement of qualifications shall be limited to 10 single-sided or 5 double-sided, 8 ½” by 11”, 11pt. font pages not including the cover.  Each statement of qualification shall be submitted via email to sstewart@cityoflakewood.us no later than 4:00 PM, Friday, October 3, 2025.
