The City of San Antonio’s (the “City”) Neighborhood and Housing Service Department (“NHSD”) is seeking to develop a list of licensed and insured contractors to support the City’s Major Rehabilitation and Minor Home Repair Programs. Services will be provided to qualified homeowners who are approved for home rehabilitation programs funded by the HOME Investment Partnerships program (HOME), the Community Development Block Grant program (CDBG), the City General Fund, and the Affordable Housing Bond

2nd Pre-Submittal Conference will be held via WebEx information at 10:00 a.m. Central Time, on Wednesday, February 18, 2026. Respondents are encouraged to prepare and submit their questions in writing three (3) calendar days in advance of the Pre-Submittal Conference in order to expedite the proceedings. City’s responses to questions received by this due date may be distributed at the Pre-Submittal Conference and posted with this solicitation. Attendance at the Pre-Submittal Conference is optional but highly encouraged.
