Bid Title: Emergency Operations Plan Update
Category: Administration Status: Open Description: The City of Laguna Niguel (“City”) invites highly qualified consultants (“Proposers”) to submit written Proposals (“Proposals”) to coordinate, facilitate, and prepare an update to the City of Laguna Niguel’s Emergency Operations Plan (EOP) as identified in this Request for Proposal (“RFP”). The EOP shall establish an emergency management framework to provide a basis for the City’s coordinated actions before, during, and after a disaster. The primary purpose of the EOP is to outline the City’s comprehensive, all-hazard approach to emergency operations to protect the safety, health, and welfare of its residents and community members. The selected consultant will be responsible for gathering important information on City infrastructure, resources, and contracted services to ensure that the updated EOP is comprehensive and compliant with the National Incident Management System (NIMS) and the State’s Standardized Emergency Management System (SEMS) while meeting the requirements of California Office of Emergency Services’ (CalOES) planning guidance as outlined in the 2024 Cal OES Emergency Plan Review Crosswalk Local Government Agencies.
The development of this EOP will be an inclusive citywide planning process and include the following participants: City of Laguna Niguel, Orange County Sheriff’s Department (OCSD), Orange County Fire Authority (OCFA), local special districts, utility providers, and other contracted response partners. These entities will be involved in the plan update development process as it pertains to their role in disaster response in the City.
The following is the anticipated RFP Timeline. The timeline is subject to change as required by the City. Any timeline changes will be communicated via addendum and posted to www.cityoflagunaniguel.org/bids .
