NOTICE TO CONTRACTORSNOTICE IS HEREBY GIVEN that the City of Coalinga, California will receive sealed bids at the City Engineer’s Office(Tri City Engineering, Inc.) 4630 W. Jennifer Ave, Suite 101, Fresno, CA 93722, (559) 447-9075, Fax (559) 447-9074on or before 2:00 P.M. (D.S.T.) January 6, 2025, for:Natural Gas Cathodic Protection Deep Anode Well #4 & #10 ReplacementPW 26-06The work consists of installing new deep well anodes for the natural gas distribution system at two locations: thenorth alley entrance on Baker Street between Buchanan Street and Lincoln Street, and the west alley entrance onNorth Coalinga Street between Tyler Street and West Polk Street. At each site, the contractor will drill a new wellapproximately 10 feet offset from the existing anode, install the anodes with coke backfill and a PVC vent pipe, andconstruct a utility box with footing. The work also includes trenching to connect the anode cables to a junction box,installing the junction box on a galvanized steel post, connecting the anode wires, and tying the new junction box intothe existing system in parallel. Upon completion, the system shall be fully operational and tested to verify continuityand proper performance.All base bid work shall be completed within ONE HUNDRED AND THIRTEEN (113) working days from the date of theNotice to Proceed (NTP).There will be a nonmandatory Pre-Bid Meeting on, December 18, 2025 at 10:00 A.M. Call (559) 447-9075 for an appointment.Each bid shall be accompanied by Bid Security, cash, a cashier’s or certified check payable to the City of Coalinga, orbid bond issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as aguarantee that the Bidder will enter into the proposed contract if the same is awarded to him. Such guarantee will beforfeited should the bidder to whom the contract is awarded fail to enter into the contract.A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor andMaterials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the Cityfrom the bidder to whom the contract is awarded. Said bonds shall be issued by a surety company who is an admittedsurety insurer authorized by the California Department of Insurance to transact business in this state, and acceptableto the City of Coalinga. Award consideration will take place at the earliest available Council meeting or as the CityManager has been authorized to award and execute the contract. All representations made on the proposal are madeunder penalty of perjury.Bidders must review and adhere to the Project Specifications, Plans, Addenda and execute, sign, and seal Bids for aFormal Bid to be evaluated and deem responsive. The Apparent Low Bidder shall be announced during the BidOpening and Successful Bidder announced following the City Council Meeting.The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, to waive minorirregularities in such bids, to determine the lowest responsible bidder, and to accept any bid. The City reserves theright, in its sole discretion, to disqualify bids, proposals, and/or affiliates as referred in the Ordinance Related toDisqualification of Contractors for Public Works Projects.Pursuant to Section 1770, et. Seq., of the California Labor Code, the successful bidder shall not pay less than theprevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.These wage rates are available from the California Department of Industrial Relations’ Internet website athttp://www.dir.ca.gov/DLSR/PWD.
