Response to Proposer Questions
The following are responses to Proposer submitted questions:
Question 1:
The Proposal Form in the RFQ/P states that the Fee is a percentage of the Cost of the Work. Please confirm that
proposals should calculate the Fee, General Conditions/Staffing, Bonds, Sub-Guards/Self-Insurance, and
General Liability Insurance as percentages of the owner's budget of $82 million.
Answer 1:
Yes. The fee percentages are to be submitted as a percentage of the owner’s preliminary budget of $82 million.
The fee percentage is a basis of comparison. At GMP the owner will pay the actual cost, not to exceed listed
percentages.
Question 2:
The Proposal Form asks for percentages for Bonds, Sub-Guard/Self-Insurance, General Liability Insurance, and
Builder’s Risk Insurance. However, the Fee/General Conditions Matrix states that these items are reimbursed at
CMR's actual cost. Please clarify if reimbursement is based on percentage or actual cost. We suggest requiring
a percentage for Bonds, Sub-Guard/Self-Insurance, and General Liability Insurance, while reimbursing Builder’s
Risk at actual cost.

Question 3:
Please confirm that the costs for Bonds and insurances are to be provided as separate percentages and not
included in the percentage for General Conditions / Staffing.

Question 4:
The Fee / General Conditions Matrix indicates that “local” travel is reimbursable under General Conditions,
whereas “out of town” travel should be considered in the CMR’s fee. Please define “local” and “out of town” so
that each proposing CMR considers the same criteria when preparing their proposal.
Answer 4:
All travel is to be included in the General Conditions. See attached revised Exhibit C – Fee/General Conditions
Matrix.
Question 5:
The Project Approach section (RFQ/P paragraph 5.C.1) asks for a sample project schedule to meet the
substantial completion date. Since the RFQ/P does not specify this date, could you please clarify the desired
substantial completion date so we can accurately plan phasing, general conditions, and provide a realistic
schedule?
Answer 5:
The project is currently assumed to take up to 36 months to reach substantial completion from the date of Board
approval of the GMP amendment.
Question 6:
Is there a geotech report?
Answer 6:
Geotechnical engineering is currently in progress. A report will not be available during this RFP.
Question 7:
Can we have a copy of the schematic design drawings to better understand the scope?
Answer 7:
Exhibit D – Concept Plan has been made available in the RFQ/P. Schematic design is in progress and will not be
available during this RFP.
