Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth ofPennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged withproviding “affordable decent, safe and sanitary housing for low-income persons.”The HACP has approximately 300 employees and services over 10,000 residents. TheAuthority, its partners and subsidiaries operate approximately 4000 units of rental housing; and,through its Housing Choice Voucher Program, funds housing assistance for the rental of morethan 6000 other units of privately owned housing.Major operational departments include Asset and Site Management, Facility Services,Occupancy, Housing Choice Voucher, and Modernization & Development. Major administrativedepartments include Legal, Finance, Information Technology, and Human Resources. Ourpublic and community relations departments are Community Affairs and Resident Self-Sufficiency. All departments work together to achieve the goals of the Authority that are set bythe Board of Commissioners. Day-to-day decision-making rests with the Executive Director,who reports to the Board of Commissioners on a regular basis.The Housing Authority of the City of Pittsburgh seeks proposals from persons or organizationsqualified to provide group term life, accidental death and dismemberment and group long termdisability benefits.The Authority is contemplating the award of a professional service contract, or contracts, for aninitial term of three (3) years with two (2), one (1) year extension options, for a total of five(5) years, in the form of the Contract (Attachment A) through this solicitation process. All proposals must bereceived at the above address no later than 9:00 A.M. on November 14, 2025, regardless of theselected delivery mechanism.4Housing Authority of the City of PittsburghRFP #650-23-25GTL, AD&D, and LTD BenefitsSECTION IISCOPE OF SERVICESThe Housing Authority employs approximately 327 full-time and part-time individuals as of August2025. Of those, approximately 313 full-time employees are eligible to participate in Group TermLife, Accidental Death and Dismemberment (AD&D), and Group Long Term Disability (LTD)(part-time employees are not eligible to participate in benefits). Of the eligible employees,approximately 313 participate in the Group Term Life and 313 in the Accidental Death andDismemberment and approximately 227 participate in Group Long Term Disability being solicitedby this RFP. Please see details provided in our census (Attachment K). We will begin labornegotiations with all unions shortly. There are six (6) labor contracts covering all union employeesat the Housing Authority. All six (6) labor contracts expire December 31, 2025.The Housing Authority is soliciting proposals directly from providers (broker services are notengaged and broker fees/commission should not be included in rate proposals) for Group Term Life,Accidental Death and Dismemberment (AD&D) and Group Long Term Disability (LTD) Benefitsfor its work force. Election/participation in any of these benefits is optional. Regular full timeemployees may elect participation in these benefits upon hire and temporary full time employeesmay elect participation after completing 90 consecutive days of employment. Full time employeesare not required to participate in our benefit offerings for Group Term Life, Accidental Death andDismemberment (AD&D) and Group Long Term Disability (LTD) coverage. Part time employeesare not eligible to participate in any of the benefits. The effective date for coverage is always thefirst (1st) of the month and termination of coverage is always effective the last day of the month.Contracts for Group Term Life, Accidental Death and Dismemberment (AD&D) and Group LongTerm Disability (LTD) coverage will be awarded and administered through the Department ofHuman Resources.The proposer who is awarded a contract under this RFP must be committed to providing cost-effective employee benefits and will be required to meet with, report to, and address the needs ofadministration of the HACP in providing Group Term Life, Accidental Death and Dismemberment(AD&D) and Group Long Term Disability (LTD) Benefit Insurance Programs. The Chief HumanResources Officer will have overall responsibility for contract administration.Day-to-day enrollment, processing, bill reconciliation/payment and communication will be handledby the Benefits & HRIS Manager.The Housing Authority is seeking to contract directly with insurance providers (without brokerservices/fees) to provide Group Term Life, Accidental Death and Dismemberment (AD&D) andGroup Long Term Disability (LTD) benefits to its full time employees. Our current contract forGroup Term Life, Accidental Death and Dismemberment (AD&D) and Group Long Term Disability(LTD) benefits expires December 31, 2025.
