Plaquemines Parish School Board Advertisement for Bids Sealed bids will be received by the PLAQUEMINES PARISH SCHOOL BOARD until 2:00 PM on TUESDAY, JULY 15, 2025, at the School Board Office located at 557 F. Edward Hebert Blvd., Belle Chasse, Louisiana 70037, at which time bids for the NEW PARKING LOT AT BELLE CHASSE HIGH SCHOOL will be opened and publicly read aloud. The Contract Documents have been prepared by YEATES MANCIL ARCHITECTS, LLC, 929 SOUTH PETERS STREET, NEW ORLEANS, LOUISIANA 70129, TELEPHONE (504) 522-7218, FAX (504) 522-5606. Bids received after the above time will not be accepted. Any person requiring special accommodations shall notify the Plaquemines Parish School Board, 557 F. Edward Hebert Blvd., Belle Chasse, Louisiana 70037 (504 / 595-6305), of the types of accommodations required not less than seven (7) days before the bid opening. The work of the base bid shall include all the work noted in the complete set of bid documents to provide new parking lot at Belle Chasse High School included in the contract documents dated June 13, 2025. The work shall include but is not necessarily limited to new concrete parking, driveway and curb pavement, demolition and removal of existing paving and driveway areas, subsurface storm drainage, pavement markings, new and replacement chain link fencing, gates and access hardware, site lighting and site electrical work, rough-in and conduits for data cables and security cameras, miscellaneous rough in, caulking and other items as noted in the complete set of bid documents dated June 13, 2025. Bids shall be submitted in a sealed opaque envelope containing only one bid form. The bid envelope shall be identified on the outside with the name of the project, and the name, address, and Louisiana contractor’s license number of the Bidder. Bidders may choose to submit their bid electronically. Bids submitted electronically shall be through Central Bidding at www.centralauctionhouse.com. The Plaquemines Parish School Board requires the Bidders to attach a certified check, cashier's check, or bid bond, issued in favor of the Plaquemines Parish School Board, equal to five percent (5%) of the sum of the Base Bid and all Alternates as evidence of good faith of the Bidder. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of the Work specified herein HIGHWAY, STREET AND BRIDGE CONSTRUCTION. Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for cause. In accordance with La. R.S. 38:2212 (A) (1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived. ADV-2 The successful bidder shall be required to furnish the Owner with a performance bond for 100% of the contract amount prior to the issuance of a contract to perform the work. A Mandatory Pre-bid Conference will be held on WEDNESDAY, July 2, 2025 at 10:00 AM at the BELLE CHASSE HIGH SCHOOL located at 8346 LA-23, BELLE CHASSE, LOUISIANA 70037. Because the Pre-bid Conference is mandatory, any bids submitted by a bidder not in attendance at the Pre-bid Conference will be rejected by the Plaquemines Parish School Board without being opened. General contractors (Prime Bidders), subcontractors and material suppliers interested in bidding shall obtain electronically complete sets of plans, specifications and bid documents from http://www.centralbidding.com. Printed copies are not available from the Owner or Architect but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. No Deposit will be collected for the drawings or will money returned to unsuccessful bidders to reimburse the expense of purchasing plans. Partial sets will not be distributed. The instructions to Bidders contained in the bidding documents and all requirements contained therein are incorporated into this advertisement for bids as if herein completely set forth.
