Rental and Utility Assistance with Housing Stability Case Management

Background

The City of Victorville is soliciting proposals from qualified nonprofit organizations, community-based organizations, or other qualified service providers to administer a targeted Senior Housing Stability Assistance Program funded through the City's Housing and Homelessness Incentive Program (HHIP) agreement with San Bernardino County.

The purpose of this procurement is to prevent homelessness and support housing stability among vulnerable seniors age 55 and older by providing rental and/or utility assistance coupled with individualized case management and service coordination.

Under this RFP, the City proposes to dedicate the full $25,000 rental/utility allocation and up to $10,000 from the case-management allocation to the selected provider, for a total not-to-exceed amount of $35,000. Any movement or use of HHIP funds remains subject to the executed HHIP agreement, City approval, County/OHS requirements, and any required written budget approval.
