checklist with documents that must be submitted in the proposal

Respondents are hereby notified that the China Prohibition Certification, as referenced on Page

5 of the required documents, is not applicable to this procurement and shall not be required as

part of the proposal submission for paper and packaging products.

**Roseville City School District will use every effort to adhere to the schedule. However, Roseville

City School District reserves the right to amend the schedule, as it deems necessary, and will post

a notice of amendment at

Proposers are advised that the District reserves the right to amend this RFP at any time.

Amendments will be done formally by providing written amendments to all potential Proposers

known to have received a copy of the RFP. Proposers must acknowledge receipt of any and all

RFP amendments. This shall be done by signing the Acknowledgement of Amendment(s) to RFP

form. If a Proposer desires an explanation or clarification of any kind regarding this RFP, the

Proposer must make a written request for such explanation. Requests should be addressed via

email to melazazy@rcsdk8.org.

Bidder request for information/clarification: All requests for information and/or clarification

regarding the Bid documents shall be submitted in writing via e-mail to melazazy@rcsdk8.org.

All requests must be submitted no later than February 27, 2026 by 2:00pm. Any request made

after such date shall not be responded to.

The District will advise all Proposers known to have received a copy of the RFP of the explanation

or clarification, by email or by formal RFP amendment via email as the District may in its sole

NOTICE TO BIDDERS

REQUEST FOR PROPOSAL# 2526-01 Paper & Packaging PRODUCTS

The Roseville City School District will receive a sealed Request for Proposal (RFP) from providers of dry and

frozen Paper & Packaging products for the District’s Child Nutrition Program.

Provider to submit:

●​ One (1) electronic copy of bid response submitted via email to Mohamed Elazazy, melazazy@rcsdk8.org.

Bid package shall be clearly marked: “Response to RFP#2526-03 PAPER & PACKAGING PRODUCTS”

Electronic submissions shall be submitted to the Food Services Department no later than March 11, 2026

by 2:00pm.

Electronic version Proposals will be submitted with the following sections saved as separate files. and clearly

labeled.

A.​ HACCP Plan / Food Security and Safety Program including Pest Control Policy & Recall Procedures

(Include in your proposal)

B.​ Itemized Bid List (filled out) in spreadsheet format (.xlsx or .gsheet)

C.​ Itemized Bid List in PDF format

D.​ Completed Vendor Questionnaire

E.​ Certificate of Liability Insurance

F.​ The remaining portions of the proposal may be saved as one file. Items 1-4 may be included in this file,

but must be saved separately under their own file names as well.

G.​ Product Statements

All proposals delivered after scheduled closing time for receipt of proposals will not be considered. RFPs received

later than the designated time, and specified date will be deemed non-responsive. Facsimile (FAX) copies of the

proposal will not be accepted. The District can request the price sheet attachment in Excel format.

The District reserves the right to reject any or all proposals. The award of this solicitation is conditional on the

winning bidder(s) accepting the terms of the RFP. Proposals and any other information submitted by

respondents in response to this RFP shall become the property of the District. Notwithstanding any indication by

Contractor of confidential contents, and with the exception of bona fide confidential information, contents of

awarded proposals are public documents subject to disclosure under the California Public Records Act after

award. The District will not provide compensation to Contractors for any expenses incurred by the Contractors

for proposal preparation or for any demonstration that may be made. Contractors submit proposals at their own

risk and expense.
