At that time, the bid will be publicly opened and readaloud.Note: Late Proposals will not be accepted under any circumstances. Vendors electing tosubmit their bid via mail or courier service accept all responsibility for delivery to theContract Administration Office by the bid closing time indicated. Thornton is not responsiblefor lost or late delivery of bid proposals.Project Description:The Project consists of:• Construction of a new Source Water Pump Station (SWPS), intake pipeline, intakestructures, discharge pipeline, electrical service, and startup and commissioningof the SWPS;• Construction of the Chemical Building, pressure reducing sleeve valve and flowmeter (Segment A PRV and meter), and West Gravel Lakes (WGL) Pump Stationchemical feed improvements;• Lower Clear Creek (LCC) Canal pressure reducing sleeve valve and vaultimprovements;• Signal Hill pressure instrument improvements;• Startup and commissioning of the entire Thornton Water Project system, whichincludes pumping water for the SWPS to the Wes Brown Water Treatment Plant(WBWTP) through approximately 70 miles of pipeline. Additional components ofthe TWP system that will be incorporated into the startup and commissioninginclude the County Line pressure sensor, LCC Pressure Release Valve (PRV) andMeter, Segment A PRV and Meter, Greeley No. 2 Canal Return Flow Structure,Cache la Poudre River Return Flow Structure, Signal Hill pressure sensor andChemical Feed Building;• As further described in the Contract Documents; and• Substantial Completion must be met by September 22, 2028.Prequalification: Sealed Bid Proposals are being solicited only from Contractors Pre-Qualified under Thornton’s Request for Contractor Qualifications, 12-777G2 for ThorntonWater Project Pump Station Projects. Thornton reserves the right to post-qualifysubcontractors.This Project will ONLY utilize Thornton’s website to publish official documents relating tothis Invitation for Bid Proposals. Therefore, respondents must ONLY rely on documentsprovided on Thornton’s solicitation page: https://solicitations.thorntonco.gov/solicitations.Bidders are required to acknowledge all Addenda with their Bid Proposal and are encouragedto view the Addenda posted on the Contract Administration Solicitation prior to submissionof a Bid Proposal. Bidders that do not acknowledge all Addenda may be considered non-responsive. Bidders that do not have download and/or printing capability in-house, maycontact a commercial blueprint company or other reprographics company for assistance withdownloading and printing the Bid Documents.A MANDATORY Pre-Bid Conference will be held at the CSU ARDEC ConferenceCenter at 4616 NE Frontage Road, Fort Collins, CO 80524 at 1:00 p.m., Thursday,June 18, 2026. All Prospective Bidders are required to attend. A Project walk-through willbe conducted following the Pre-Bid Conference. A map to the location is here:Figure 1 - Map to ARDEC Conference Center LocationPage 4 of 139S:\SS\C-P\2012\12-777 TNP Water Supply Imp\12-777XP\12-777XP IFB 6-2-26Rev. 08/2023Each Bid Proposal shall be submitted on form(s) furnished by Thornton and must beaccompanied by a certified check, cashier's check, or bid bond in an amount of not lessthan five percent (5%) of the amount of the Bid Proposal and made payable to the City ofThornton.The successful Bidder will be required to furnish a Performance Bond and a Labor andMaterial Payment Bond, each in the amount of one hundred percent (100%) of the totalContract Price, in conformity with the requirements of the Contract Documents.The successful Bidder will be determined on the basis of the lowest responsive andresponsible Bid Proposal. Thornton based businesses may be granted consideration inevaluation of Bid Proposals, if they meet the following criteria:A. The business maintains an office, manufacturing, training, retail, or repairfacility within Thornton city limits;B. The business has a current Thornton business license;C. The business is current on all Thornton obligations; andD. The Bidder requests the consideration on the Bid Proposal Form andsupplies the necessary documentation.All nonmonetary bid criteria being equal, Thornton business’ Bid Proposals will bediscounted for the purpose of evaluating the Bid Proposal prices when compared to non-Thornton-based businesses by the lesser of five percent (5%) of the Bid Proposal priceor ten thousand dollars ($10,000).Thornton reserves the right to reject any or all Bid Proposals, to waive any informalities orirregularities in the Bid Proposals received, and to accept the Bid Proposal which in itsjudgment best serves the interests of Thornton.
