Page 23All additional supplemental information requested in the RFQ and/or Bid FormRFP NUMBER 2509-PL7TH STREET STREETSCAPE PROJECTBID DUE DATE: December 11, 2025 AT 2:00 PMAugust 4, 2024NOTICE IS HEREBY GIVEN that sealed QUOTES will be received by the City of Dade City(City) until 2:00 PM, Local Time, December 11, 2025 to provide SURVEY ANDCONSTRUCTION DOCUMENTS, SPECIFICATIONS AND OPINION OF PROBABLE COSTSFOR THE 7TH STREET STREETSCAPE PROJECT.Brief Description:The City of Dade City is seeking quotes for the creation of construction documents, specificationsand opinion of probable costs for the limits of the 7th Street Streetscape project from Church Avenueto Pond Avenue.The City of Dade City has received a grant in the amount of $300,000 from the State of Florida tobe used to for: landscape and pedestrian improvements along 7th Street from Pond Avenue on thenorth to Church Avenue on the south.Beginning at Church Avenue, 7th Street will become one lane in each direction with new diagonalparking located on the northbound side of the street and parallel parking located on the southbounddirection. The conversion of the existing parallel parking to diagonal parking in the northbounddirection will add 48 new parking spaces. As currently proposed the center turn lanes will beeliminated. To accommodate the removal of the turn lanes, the timing of the signals will be modifiedto allow all traffic moving in one direction to go, then the opposite direction will be given a greenlight to proceed. This will help to ensure that traffic can flow without having to wait for cars to makeleft hand turns across incoming traffic.With the conversion to diagonal parking, new landscape planter areas will be created at the endsof each parking area. In addition, new landscape areas will also be added to the intersections tonarrow the crosswalk areas for pedestrians, creating much shorter crossing distances across 7thStreet.To further increase the number of trees in the downtown area, new mid-parking tree wells with atgrade tree grates will be added every 2-3 parking spaces. The placement of these trees will helpto bring the canopy of the trees closer to the center of the roadway creating greater shadepotential. This placement also allows for healthier tree growth as they are not impeded by theadjacent buildings. Additional Florida friendly landscaping that is low maintenance will be plantedthroughout the project.All crosswalks within the project area will be constructed of a stamped, colored asphalt to mimicthe historic brick of downtown. This material will have less maintenance than traditional brick. Thecolored stamped asphalt will be more cost effective than stamped concrete. All of the existingcrosswalks will remain, and new pedestrian crosswalks will be added at Pineapple Sumner andPond Avenues.SCOPE OF WORKTask 1 – Survey of Project limitsSpecific Purpose Corridor Survey including the following items:• Locate above ground improvements.• Cross sections every 50 feet.• Establish right-of-way limits.• Collect existing storm and sanitary inverts.Task 2 – Construction Plan PreparationProvide construction plan preparation for improvements along the corridor to incorporate “completestreet” improvements that will reconfigure the existing roadway typical section to accommodatesidewalks, parking, landscaping, and lighting per the approved concept plan.• Development of construction plans, specifications, and opinion of probable cost in accordance withthe current Florida Greenbook.• Preparation of Proprietary Items Request letter, if applicable.• Respond to reviewer comments.• Assistance with required grant documentation.• Assistance with utility clearance letters.• New pedestrian-scale light fixtures shall be proposed to illuminate the sidewalk area.• Street furniture selections shall be made in coordination with the existing elements of theDowntown area.It is assumed no FDOT permits are required. The CONSULTANT shall coordinate with FDOTto the extent necessary to confirm compliance with the design requirements per the grant funding.The CONSULTANT will attend progress meetings as necessary with CITY staff over the duration ofthe project. The purpose of the meetings will be to provide a summary of the progress of design anddiscussion of any pertinent information. The meetings will also provide an opportunity for the CITY toprovide additional input during the design process.Task 3 - PermittingAssist the CITY with permitting services and coordinate with the appropriate permitting authorities.• Pasco County• City of Dade City• Southwest Florida Water Management District - It is assumed this project will qualify as anExemption and there is no net increase in impervious areas or impacts to drainage facilities. If it isdetermined an Environmental Resource Permit (ERP) is required this will be considered additionalwork and may be negotiated at that time. The CITY understands permitting is a regulatory functionand as such the CONSULTANT cannot guarantee the issuance of a permit or the timely review ofany permit application.PART I GENERAL INFORMATION1.1. PURPOSEThe City of Dade City is seeking qualified firms and to establish a firm fixed price to ensure thatthe City is always receiving the most economical service costs while maximizing the quality andlevel of service. A contract/agreement resulting from this RFP shall be subject to the terms
