Project Description and Background:
The King County Rural Library District dba King County Library System (KCLS) requests the submittal of statement of qualifications from architectural-engineering teams for the following project:
Re-design of spaces using provided style and design guides for the public and staff areas in the existing 22,600 SF.
Kent Library, 212 2nd Avenue North, Kent, WA 98032Services required are expected to include the following:
• Planning:
o Review existing information and perform a facility space audit and space needs analysis for the Project.
o Consider KCLS’s current and anticipated staffing and service levels, space utilization, site security considerations, office needs, ADA compliance, and service delivery locations.
o Verify site suitability and factors that may influence constructability and costs.
• Design:
o Provide all design phase services.
o Produce plans, specifications, cost estimates and timelines necessary for construction.
o Coordinate systems with existing HVAC, electrical, security, and telecommunications systems.
o Consult with and update KCLS leadership and staff and KCLS Board of Trustees during the design phase.
• Procurement:
o Once authorized, provide Bid services including but not limited to bid document administration, pre-bid meeting, responding to requests for information, issuing addendum, review of bids and recommendation award.
• Construction Administration:
o Once authorized, provide full Construction Management services including but not limited to contract administration, review of submittals and requests for information, review and or generation of change orders, review of pay applications, inspection and construction observation, commissioning, and project closeout including as-built drawings.
KCLS will negotiate contracts for architectural and engineering services for the project on the basis of demonstrated competence and qualification for the type of professional services required at fair and reasonable prices. Services required include demonstrated leadership and experience in architectural and engineering excellence with proven award-winning buildings, interiors & site design examples; demonstrated effectiveness in obtaining permits in a timely and cost-effective way and management of construction administration in coordination with a construction manager for the owner. Preference will be given to submittals showing experience and expertise designing facilities that are responsive to a suburban, education-oriented community.
Firms engaged in the lawful practice of architecture and engineering are also encouraged to submit a statement of qualifications and performance data annually to KCLS. KCLS will evaluate current statements of qualifications and performance data it has on file, together with those that are submitted for this specific proposed project.
