The County of Lake is inviting sealed proposals for professional consultingservices to conduct an independent operational and fiscal review and organizational assessment ofthe County’s Community Development Department, as well as integration of the Housing andEconomic Development programs (which are presently separately housed in the CountyAdministrative Office).County DescriptionLake County, California is a rural Northern California county located approximately 110 miles northof San Francisco and 100 miles west of Sacramento. The County encompasses roughly 1,329square miles of diverse terrain, including mountains, volcanic landscape, valleys, forests,agricultural lands, and extensive shoreline. It serves a resident population of approximately 68,000and functions as a regional hub for outdoor recreation, agriculture, tourism, and public services.Our county is home to Clear Lake, the largest natural freshwater lake located entirely within theState of California and one of the oldest lakes in North America. Clear Lake is central to theCounty’s economy and identity, supporting tourism, water recreation, sport fishing, habitatconservation, and lakeside residential communities. Surrounding the lake are public parks,marinas, resorts, and open space areas that attract visitors year-round.Prominently situated along the lake’s southern shoreline is Mount Konocti, a volcanic peak that isa defining geographic landmark. The County’s varied landscape supports a strong agriculturalsector particularly pear orchards and vineyards and a growing wine industry recognized forpremium production and some of the cleanest air quality in the United States. Land use patternsreflect a mix of rural communities, resort areas, agricultural operations, tribal lands, and publicresource lands.The County of Lake organization provides a full range of services, including public safety, healthand human services, environmental health, public works, water and wastewater utilities, andcommunity development. The County places a strong emphasis on resiliency, environmentalstewardship, infrastructure modernization, Tribal relations, and community focused servicedelivery. This combination of natural assets, rural character, and essential public services definesLake County’s operational environment and informs the context for this solicitation.Project DescriptionThe purpose of this project is to evaluate the current structure, operations, fees, and servicedelivery practices of the Community Development Department and to identify opportunities toimprove efficiency, coordination, and financial sustainability.As part of the County’s commitment to effective public service, fiscal responsibility, andorganizational excellence, this project will provide an objective evaluation of the CommunityDevelopment Department’s structure, operations, management systems, fee structure, andservice delivery practices, as well as opportunities to integrate Housing and EconomicDevelopment services, currently housed in the County Administrative Office. Our intent is toensure public services are robust and provided to the public at an affordable cost, with effectiveCounty cost recovery.3|PageCommunity Development Department Operational Review andOrganizational AssessmentThe intent is for this assessment to identify opportunities to improve organizational structure andeffectiveness, inter-divisional coordination, operational efficiency, fee impacts, public impact, andlong-term financial sustainability. Review of the Community Development Department willinclude evaluation of departmental functions related to Planning, Building, Code Enforcement,Housing, and Economic Development, as well as development review processes, permittingsystems, customer service practices, performance measurement systems (metrics), technologyplatforms, and cost recovery frameworks (including fee and fine analyses).The County intends to select a qualified consulting firm with demonstrated experience conductingsimilar operational, organizational, and fee assessments for local governments, with an emphasison potential impacts to future development.Proposals should be submitted in accordance with the requirements of this solicitation, which arecontained herein.2. SCOPE OF SERVICE.The selected Consultant shall conduct a comprehensive independent review of the operations ofthe Lake County Community Development Department.Scope OverviewThe Consultant shall evaluate organizational effectiveness, operational efficiency, managementsystems, financial sustainability (including a comprehensive fee analysis and feasibility studyassessing the effects of fee increases, and what fee adjustments would be effective in increasingtotal revenues), regulatory compliance, and alignment with County priorities. Recommendationsshall be practical, implementable (e.g., tools for fee adjustments that can be utilized and adapted,moving forward) and informed by benchmarking with comparable jurisdictions.The review shall include evaluation of Community Development’s departmental functionsincluding, but not limited to Planning, Building and Code Enforcement.Additionally, the review shall include consideration and evaluation of opportunities for integrationof current County Administrative Office programs focused on Housing and EconomicDevelopment.The Consultant shall assess organizational structure, operational workflows, permitting anddevelopment review processes, technology systems, and financial sustainability of development-related services, .While an ideal candidate will propose the best possible approach to this analysis, based on theparameters described in this document, County staff anticipate the Consultant will perform thefollowing tasks:Task 1 – Project Initiation• Conduct kickoff meeting with County leadership and department staff• Review relevant documents including organizational charts, budgets, procedures, policies,and prior reports4|PageCommunity Development Department Operational Review andOrganizational Assessment• Develop detailed work plan and project schedule• Identify data needs, communications plan (to ensure expectations are clear for thoseproviding information or otherwise participating in the analysis), and on-site work scheduleTask 2 – Organizational and Operational Assessment• Evaluate current organizational structure and reporting relationships, including span ofcontrol, management layering, and clarity of supervisory roles• Review division responsibilities and coordination across functions• Assess staffing levels, workload distribution, and service delivery practices, taking intoconsideration public impact of reduced services or staffing levels, as well as the value andeffects of qualified staff retention and replacement cost• Identify opportunities to consolidate administrative functions and areas where contractedservices can effectively complement and support operations• Evaluate internal project management practices• Analyze existing Strategic Planning practices, and provide recommendations• Develop benchmarks for organizational structure based on analysis of comparablejurisdictionsTask 3 – Development Review and Permitting Process Analysis• Map development review workflows• Evaluate permit processing timelines• Identify inefficiencies, redundancies, and bottlenecks• Review coordination among departments involved in development review• Assess customer experience and predictability of permitting processes• Evaluate service level standards and turnaround time targets• Analyze permit flows and performance against peer Counties• Assess customer experience impactsTask 4 – Systems and Technology Review• Evaluate permitting and licensing software systems• Review digital plan review and application systems• Assess data tracking and reporting capabilities• Identify opportunities for technology improvements, including changes that could moreeasily facilitate responses to information requests under the California Public Records Act• Assess system integration, automation opportunities, and reporting dashboards5|Page
