Plumas County, CAREQUEST FOR PROPOSALTherapeutic Foster CarePlumas County Behavioral Health is seeking proposals for Therapeutic Foster Care parents or anagency willing to provide and train the therapeutic treatment service model in Plumas County forfoster parents.The Therapeutic Foster Care (TFC) service model is an intensive, frequent, highly coordinated,trauma informed and individualized rehabilitative service that is provided to a child/youth up to age21 with complex emotional and behavioral needs.These services are needed to maintain foster youth in family-based home settings while promotingpermanency for the youth through family reunification, adoption or legal guardianship.TFC parents serve as key participants in the therapeutic treatment process of the child/youth. TFCservices assist the child /youth in achieving client plan goals and objectives, improve functioningand well-being and help the child to remain in community settings, thereby avoiding residential,inpatient or institutional care.For more information on eligibity criteria, key service components for Therapeutic Foster Care referto the Department of Health Care Services websitehttps://www.dhcs.ca.gov/services/MH/Documents/DraftTFCServiceModel080716.pdfINSTRUCTIONS TO PROPOSERSThree original copies marked ‘original’, of the proposal will be accepted until filled.Proposals submitted must be binding for no less than ninety days after the datereceived. The County will select the proposal, or combination of proposals, that, in itsopinion, is in the best interest of the County. The County reserves the right to reject anyor all proposals or portions of a proposal. The County also reserves the right to waiveminor technicalities in the proposal. The County not only reserves the right at the solediscretion of the County to reject any or all proposals and to waive technicalities, butalso reserves the right of evaluation and the right to determine the methodology forevaluation of the proposals to determine which is the best proposal. In addition, theCounty reserves the right to accept the proposal (or proposals) deemed to be in thebest interest of the County, i.e., the most qualified proposal will not necessarily be theproposal with the lowest cost. Further, the County reserves the right to accept aproposal (or proposals) for any or all items separately or together.Consultant’s inquiries are to be directed to Jessica McGill via emailJmcgill@pcbh.services. It is the responsibility of the Proposer to deliver the proposal in accordancewith these instructions contained above and/or elsewhere in the RFP. Proposalsdispatched, but not received by the County by proposal closing time, will be kept by theCounty, unopened.SELECTION REQUIREMENTSThe selection process will be conducted as follows:• Review of Written ProposalsUsing the criteria given in the above, described in the ‘Required Content for Proposal’section of the RFP and with emphasis on provision of behavioral health servicespecifications, the County of Plumas Behavioral Health Director shall review allproposals received to determine vendors who are fully qualified to provide the servicesand support set forth by this RFP.• Discussion and InterviewsThe County of Plumas Behavioral Health may hold one or more discussions with thetop two ranked consultants who have been deemed to be fully qualified to provide theservices and support as set forth by this RFP. Such discussions will be for the purposeof gathering additional information and understanding the consultant’s qualifications,expertise, and experience.• Evaluation and RankingUsing all the information developed during the proposal review and discussion stages,the top two proposals shall be ranked based on the information provided and presenteda recommendation to enter into a contract with the top ranked consultant to the Countyof Plumas Officials.REQUIRED CONTENT FOR PROPOSALThe County of Plumas will consider the following information in the evaluation andranking process:A. Cost DetailProvide an itemized list of all charges in the following order: All costs shall be in actualdollar and cent amounts. Please provide best estimate for travel costs, and any othermiscellaneous items.B. TrainingDescribe training process, hours, and workflow. Also describe on-going support andavailable training for new employees.
