Schedule of Request for Proposal ProcessREQUEST FOR PROPOSAL FOR GRANT WRITING SERVICESPart I – Information Provided by the RequesterA. IntroductionHuron Charter Township is seeking to contract with qualified individuals and/or firms for grantwriting and grant administration services. The Township seeks services encompassingidentification of funding opportunities, preparation of grant applications, and assistance withpost-award compliance and reporting.Services may be provided on an on-call and/or project-specific basis, as assigned at thediscretion of the Township. The Township anticipates pursuing multiple grant opportunitiesannually across departments; however, no minimum volume of work is guaranteed.The selected proposer will be expected to provide timely submissions, maintain regularcommunication, assist with tracking grant deadlines and requirements, and coordinate withTownship staff and external partners as needed.Interested parties are requested to provide proposal information regarding their experience,qualifications, and fees.B. Minimum QualificationsThe proposed grant writer (individual or firm) must:- Have demonstrated experience in grant writing for municipalities or public sector entities;- Have a proven record of successfully securing grant funding;- Possess knowledge of federal, state, and local grant programs;- Have a minimum of three (3) to five (5) years of relevant experience;- Demonstrate familiarity with grant compliance and reporting requirements.C. Background Information about Huron Charter TownshipHuron Charter Township operates under a Township Board comprised of a Supervisor, Clerk,Treasurer, and four Trustees. The Township serves approximately 16,000 residents and employsapproximately 116 employees, including elected, appointed, full-time, part-time, and paid-on-call staff.The Township operates multiple departments, including Public Works, Fire, Police, andadministrative functions, all of which may seek grant funding opportunities.D. Proposal Evaluation CriteriaThe following criteria will be used to evaluate proposals:1) Experience in securing grant funding for municipalities or similar entities (high importance)2) Ability to identify relevant funding opportunities (high importance)3) Demonstrated success rate with awarded grants (high importance)4) Compensation and fee structure (moderate importance)5) References (moderate importance)6) Accessibility and responsiveness to Township staff (high importance)7) Experience with grant compliance and reporting requirements (high importance)Top-ranked proposers may be invited to participate in an interview and/or provide a briefpresentation regarding their approach and qualifications.E. Proposer’s Name and AddressProvide the name of the individual or firm submitting the proposal, address, and background. If afirm, indicate size and structure. Indicate whether the proposer operates locally, regionally, orstatewide.B. Information RequestedThe proposal should minimally include the following information:- Proposed fee structure, inclusive of all service costs. The Township prefers clearly definedhourly rates and/or flat fees;- Contingency-based compensation must comply with applicable grant requirements and isdiscouraged unless expressly permitted;- When allowable, the Township prefers that grant writing and/or grant administration costs beincluded as eligible expenses within the grant budget;- Standard rates for services not covered by grant funding must also be provided;- Description of billing procedures;- Policy regarding reimbursable expenses;- Summary of relevant grant writing and administration experience;- Description of successful grant awards (general descriptions only);- Identification of personnel who will provide services and their qualifications;- Provide a minimum of three (3) references from prior or current clients, preferably municipal orpublic sector entities. If unavailable, proposer shall explain why;- Description of any actual or potential conflicts of interest, including work with othermunicipalities;- Description of approach to identifying, preparing, and managing grants;- Description of experience with grant compliance and reporting.Proposers should demonstrate the ability to respond to Township communications within areasonable timeframe (typically within 24–48 hours) and meet all established grant deadlines.C. ContractSubmit a copy of a proposed professional services agreement or standard contract.- All grant applications, narratives, data, and supporting materials developed shall be the propertyof the Township;- Compensation shall not be solely contingent upon grant award unless permitted by applicablegrant requirements;- The Township reserves the right to terminate any agreement with thirty (30) days writtennotice;- The Township retains final responsibility for all grant compliance unless otherwise agreed inwriting;- All grant applications shall be reviewed and approved by the Township prior to submission;- Copies of all grant-related records shall be provided to the Township for retention and auditpurposes;- The selected proposer shall be considered an independent contractor and not an employee of theTownship;- The proposer must not be debarred or suspended from participation in federally fundedprograms.D. InsuranceThe selected proposer may be required to provide proof of insurance, if required by theTownship, in amounts acceptable to the Township.Part III – Timing Consideration and Administrative DetailsA. Response to Request for ProposalProposals shall be submitted in a sealed envelope clearly marked “Grant Writing Services RFP.”Proposals shall be addressed and delivered to:Charter Township of HuronAttn: Grant Writing Services RFP22950 Huron River DriveNew Boston, MI 48164Proposals must be received no later than [June 8, 206 by 3:00 PM. Proposals received after thedeadline will not be accepted or considered.This Request for Proposal does not commit Huron Charter Township to award a contract, to payany costs incurred in preparation of a proposal, or to procure or contract for services. TheTownship reserves the right to accept or reject any or all proposals, to negotiate with qualifiedproposers, or to cancel this RFP in whole or in part if it is in the best interest of the Township.The Township makes no guarantee of grant funding as a result of these services.The proposer acknowledges that certain Township records may be subject to public disclosureunder applicable law.B. Schedule of Request for Proposal ProcessThe Township anticipates the following schedule for the proposal process:May 18, 2026 – Issue Request for ProposalJune 8, 2026 by 3:00 PM – Proposals DueJune 9, 2026 thru June 16, 2026 – ReviewJune 22, 2026 thru June 24, 2026 – Interviews (if applicable)July 8, 2026– Selection
