NOTICE TO BIDDERSSealed Bids for the Ridgewood Water 2026 Distribution Main Improvements will be received by the Village ofRidgewood, in the Courtroom, Level 4 of Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey 07451 on June23, 2026 at 10:00am, prevailing time, at which time and place they will be publicly opened and read aloud. No Bids will beaccepted after said hour.BID NO.: 2026-0022026 DISTRIBUTION MAIN IMPROVEMENTSVILLAGE OF RIDGEWOOD, COUNTY OF BERGEN, STATE OF NEW JERSEYFILE No.: SCE-R14797.011The work shall include all of the equipment and material necessary to perform this project in accordance with the requirementsof the Village of Ridgewood, New Jersey 07451 as needed and described in these specifications. The work generally consistsof, but is not limited to, the following: furnishing and the installation of approximately 1,100 linear feet of eight-inch (8”),and approximately 6,350 linear feet of twelve-inch (12”) ductile iron class 54 water main replacement along West GlenAvenue in Ridgewood. The Contractor shall also install client furnish materials, including two (2) 2-inch communicationsconduits, vaults, and all appurtenances. The project includes temporary watermain by-pass for Glen Hill Pressure Zone andtemporary watermain by-pass for Intermediate Pressure Zone, as the watermain is anticipated to be installed within the sametrench as existing. The project includes a Specialty Crossing of NJ Transit Railroad. The Specialty Crossing shall beconstructed such that the safe operation and maintenance of the existing NJ Transit Railroad within the R.O.W. is notdiminished. The Specialty Crossing includes all necessary work, complete in place, including 24” steel casing pipeinstallation, 12” watermain, 4” welded steel casing vents, fiber optic conduits, stainless steel casing spacers, end seals, casingpipe fill, cathodic protection anodes and test station installation, all excavation, backfill, all NJ Transit insurance requirements,and all necessary work. The project will also consist of service connections, valves, fire hydrants, site restoration, paving,hydrostatic testing, disinfection & dechlorination, traffic control including two (2) variable message boards) and all relatedappurtenances. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipmentrequired for this project as described in the Construction Documents. Time is of the essence on this project.The Contract will allow 180 calendar days for completion of the work from the notice to proceed.The bidding documents are available on or after June 01, 2026 at https://www.suburbanconsulting.com under Bid Postingsand/or www.questcdn.com, Reference Quest Number 10225044. Details for meeting access can be found in the Information to Bidderssection of the Bid Documents.Prices quoted must be net and exclusive of all Federal, State and Local Sales and Excise Taxes. Bids may be submitted priorto the bid opening in person or by mail, addressed to the Office of the Village Clerk. The Village assumes no responsibilityfor loss or non-delivery of any bid sent to it prior to the Bid opening. All Bidders shall be listed on the plan holder list.Each bid must be enclosed in a sealed envelope with the name of the bidder thereon and endorsed, BID responding to BIDNO. 2026-002 – 2026 Distribution Main Improvements. Do Not Open Until June 23, 2026 at 10:00am and must beaccompanied by all required forms. Bids shall be submitted to the Office of the Village Clerk, Village Hall, 131 North MapleAvenue, Ridgewood, New Jersey 07451.Any award or awards may be made at a later or subsequent time or meeting of the Village Council. All required forms areto be submitted on the forms attached to the bid documents. No other forms will be accepted. The Contractor shall onlyreturn the necessary forms, not the entire specification book.The successful bidder shall comply with all applicable provisions of the Prevailing Wage Act, as determined by the NewJersey Department of Labor. All contractors, their subcontractors, and material suppliers shall comply with all applicableprovisions of the Public Works Contractor Registration Act, pursuant to Public Law 1999 Chapter 238 and the ContractorBusiness Registration Program, pursuant to Public Law 2004 Chapter 57.The successful bidder shall furnish and deliver to the Village of Ridgewood a performance and payment bond in the amountof 100 percent of the accepted bid amount as security for the faithful performance of the Contract. Additionally, the successfulbidder shall furnish policies or Certificates of Insurance required by the Contract. In default thereof, said checks and/or bondsand the amount represented thereby shall be forfeited to the Village of Ridgewood as liquidated damages, not as a penalty.Bids submitted by Bidders and/or Bidder's Insurance Company(ies) not chartered in the State of New Jersey, mustbe accompanied by proper certificate(s) from the Secretary of State, indicating that such Bidders, Bidder's InsuranceCompany(ies), and/or Surety Company(ies) is (are) authorized to do business in the State of New Jersey. The Village ofRidgewood reserves the right to reject any or all bids, to waive any informality or to accept a bid which, in its judgment bestserves the interest of the Village. No bids may be withdrawn for a period of sixty-days (60) after the date and time set for theopening of bids."BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF P.L.1975, C. 127. (NJAC 17:27) regardingAffirmative Action, and Executive Order No. 11246 regarding equal employment opportunity, as amended".
